☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

As part of an ongoing nonreimbursable Space Act Agreement (SAA1-36890), we have analyzed the design of acoustic liners optimized for the Honeywell engine geometry and test conditions (mean flow speeds, temperatures, etc.). Honeywell currently has a static engine test planned in late 2024 with their AS907 engine, in which there is an opportunity for us to validate some of our acoustic liner designs.

Given our work under the Space Act Agreement, NASA is well-positioned to evaluate our liner concepts in the Honeywell static engine test. The Honeywell AS907 engine allows NASA to put acoustic treatment in areas we haven't previously had access to as part of an engine/flight test. Thus, the data will be unique to NASA and of much value in validating NASA's tools and methods in that environment.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Honeywell plans to conduct a static engine test in late 2024. At the end of their test sequence, they are providing an opportunity for NASA to conduct additional (piggyback) tests. Based on previous experiences with other engine manufacturers regarding static engine testing and costs, Honeywell is, by far, the lowest price by more than an order of magnitude. Most of that is because they will already be testing this engine for their purposes. Thus, NASA is not paying anything for test setup/teardown.

Honeywell is just charging for the test time. The use of another vendor will not provide such a cost advantage. The Liner Physics Team at NASA has previously tested with Honeywell at their engine facility, leveraging our knowledge of their procedures, data output, and test capabilities to maximize our testing time.
