About this file
This document is a Brand Name Justification (BNJ) for the purchase of TE Connectivity's NetScanner 9916 Pressure Scanning Modules. NASA Glenn Research Center requires these modules as spare parts for an existing and installed NetScanner system. The modules are the only brand that is compatible with the existing system, and using an alternative brand would require extensive research, development, and testing, potentially leading to significant delays and financial impacts. The total estimated cost is $ and the delivery timeline is 20-36 weeks. This is a full and open competition, but vendors must be authorized resellers for TE Connectivity.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from TE Connectivity/ Measurement Specialties for Netscanner 9916 Pressure Scanning Modules. The total estimated cost of this effort is $ and the estimated period of performance or lead-time for delivery is 20-36 weeks ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Glenn Research Center requires the purchase of NetScanner 9916 Pressure Scanners which are designed to work specifically with the NetScanner system. These modules are spare parts for an existing and already installed system. In order to maintain compatiability this brand is the only option for scanned pressure module for use with the system. This is the only brand product that meets the specifications for our use.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If an alternative brand were to be considered, it would necessitate extensive research, development, and testing, leading to potential delays in our project timeline. The data system utilized across GRC is standardized for use with the Netscanner system, making compatibility essential. TE Connectivity is identified as the sole viable source for these modules. Integration of a different brand would require the development of a new interface with our data system, resulting in unknown hours needed for development and testing. Such a delay in testing could have significant financial repercussions for the Government, which may not be recouped through competitive means.
