About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to conduct performance testing on new lithium-ion cell designs. The scope includes adiabatic calorimetry, rate vs temperature discharge testing, cycle life testing, capacity and energy vs rate testing, and acceptance testing on a total of 240 cylindrical cells from three different manufacturers. The contractor will also provide 156 hours of cell and battery design consulting. The related federal contract opportunity is a Special Notice solicitation for the "Li-ion Cell Characterization Tests" with a 1-year period of performance. The solicitation is issued by the National Aeronautics and Space Administration (NASA) Shared Services Center. The document provides details on the required testing procedures, performance parameters, cell samples to be provided by NASA, and the deliverable test results to be provided incrementally over the contract period.

New Li-ion Cell Characterization Tests

Statement of Work

28 May 2024

1.0 Objective – Determine the performance of new Li-ion cell designs.

2.0 Scope – Three cylindrical cells designs shall be evaluate through adiabatic calorimetry, rate vs temperature discharge testing, cycle life testing, capacity and energy vs rate testing, and acceptance testing a new boxes of 2 cell designs (100 and 130 cells).

3.0 NASA Inputs – NASA shall provide the following cells to supplement the ones already provided

Item Manufacturer Model Qty

2 Samsung 53G1 130

4 Rincell RC58 10

6 Nanograf M38 100

4.0 Contractor Tasks

4.1 Acceptance screening – Perform OCV, ACR, capacity cycling, DCR, visual inspection, mass, and dimensions per EP-WI-037B on all cells. Perform CST soft short testing on the M38 cells.

4.2 Capacity/Energy vs rate – Using standard charge protocol for all cell designs (C/3 to 4.2V to

C/50) with discharges to 2.5V at C/10, C/5, C/2, C, and 2C. All at RT. Include Re pulse at 50%

SoC. Perform this on the 53G1 and RC58.

4.3 Rate vs temperature – Charge and discharge at C/10 at RT, 0, and -20°C. Charge and discharge at C/48 at RT, 0, -20, -30 °C. Perform on all the cell groups.

4.4 Cycle Life – Assemble 6S strings for the RC58 and 8S string for the M38 and 53G1. Charge at

C/2 to 4.2V to C/50, 15 min rest, discharge at C/2 to 2.5V, then 40 min rest, all at RT.

Perform 300 cycles minimum or until string fails. For the Rincell cell strings change the charge rate to 0.3C and discharge rate to C-rate.

4.5 Cell and Battery Consulting – Provide 156 hours of consulting time to discuss cell and battery design trades for NASA applications.

5.0 Deliverables

5.1 Provide test results incrementally as performed over a 1 year period of performance.
