About this file

This document contains a recommendation and determination to solicit from one source for a federal contract opportunity. The recommendation is for NASA's Shared Services Center to negotiate with SLM Solutions Americas for a Selective Laser Melting SLM280 Twin System basic support and service agreement for two machines with serial numbers from March 2024 to March 2025. The rationale provided is that SLM Solutions is the manufacturer of the equipment and thus has unique and proprietary information required for preventative maintenance, repairs, machine and software updates. Using another vendor could impact government schedules and compatibility due to voiding warranties and lack of expertise in maintaining this proprietary system. The related federal contract opportunity is solicitation number 80NSSC24861745Q for SLM Solutions Selective Laser Melting support and service at NASA's Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with SLM Solutions Americas only for SLM Solutions Selective Laser Melting SLM280 Twin System Basic Support and Service Agreement (Serial # 28.18.0043 & Serial # SLM2801319). The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is March 15, 2024 – March 14, 2025.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

For preventive maintenance, repairs and machine/software updates. This is a Rapid Prototyping Laboratory and our customers expect a rapid turnaround for their projects. This is the key advantage of this lab over other types of manufacturing. Any "downtime" is very detrimental to our processes.

Expertise: SLM Solutions technicians are trained specifically for the maintenance and proper function of the equipment.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

SLM Solutions is the manufacturer of the equipment thus giving them unique and proprietary information about the function of their equipment. They provide all the research and updates to the machines and the software. No one else could perform this work due to the proprietary nature, may void warranty. They are the manufacture of the equipment. SLM Solutions has provided maintenance and upgrades since equipment was procured.
