About this file
This document outlines a request for proposal for a firm fixed price contract between NASA and the University of Virginia. The contract involves determining the environmentally assisted cracking performance of a Russian alloy known as AMg6NOP in the welded condition, with a focus on the ISS environment and potential fatigue interactions. The University of Virginia will evaluate the effect of welding and further sensitization of the welded microstructure on the alloy's EAC behavior in various environments tailored for ISS conditions. They will also generate data on the impact of ripple loading on EAC susceptibility in the welded condition and perform testing to determine EAC thresholds and kinetics. The contractor will provide regular status reports, participate in advisory meetings, and deliver a final report summarizing all findings and conclusions from Phases 1 through 3 of the testing program. Payments will be made to the contractor upon completion of deliverables on the milestones outlined in the payment schedule, which include test plans, summary reports, and the final report.

Request For Proposal Firm Fixed Price Contract between NASA and University of Virginia (UVa)
UVa Associate Prof. James T. Burns
This Phase 3 of the test program is a follow-on contract from Phases 1 and 2.
Determine the Environmentally Assisted Cracking (EAC) performance of Russian alloy AMg6NOP in the welded condition, with focus on ISS environment and potential fatigue interactions.
UVa shall not share any data on Russian hardware or materials outside the project. This includes any observations, conclusions, analysis, or reports.
NASA provides: Test coupons of both the original lot of AMg6NOP in the welded condition and newly manufactured AMG6NOP will be provided for Phase 3. Test coupons of the original lot have been provided in the unwelded condition. If more are required, they will be provided as needed. Test coupons for the new lot will be provided no later than February 9, 2024.
Phase 3: Evaluate the effect of welding on AMg6NOP EAC kinetics and susceptibility Objectives:
1) Contractor shall evaluate the effect of welded microstructure on material EAC behavior in various environments.
2) Contractor shall evaluate the effect of further sensitization of welded microstructure on material EAC behavior in select environments.
3) Contractor shall generate further data on impact of ripple loading on EAC susceptibility of material in welded condition in environments tailored for ISS conditions.
4) Contractor shall perform focused da/dt vs rising k testing on newly manufactured lot of
AMg6NOP alloy in an isolated ISS condition.
5) Contractor shall furnish EAC threshold and kinetics data for life assessments. Includes application of improved pre-crack protocol for targeted specimens.
6) Contractor shall periodically provide advisory role on fracture mechanics modeling techniques for the purpose of informing life prediction models until closure of Phase 3 test plan (expected 3 times per month)
7) Contractor shall provide advisory role on root cause and fault tree closure (expected 1 time per month)
Ground Rules and Assumptions:
8) There shall be one domestic trip for 2 people.
Deliverables:
1) Contractor shall provide incremental status reports: weekly written statuses via email and weekly tag-ups
2) Contractor shall participate in meetings as advisory role with option to travel (1x Domestic for 2 people).
3) Contractor shall furnish a final report summarizing Phase 1-3 findings and conclusions.
Payment Milestones:
The Contractor shall propose a schedule and reporting cycle. Payment of each milestone will be made after successful completion and COR approval based on the following table:
