About this file

This is a Sole Source Justification document for the procurement of JMP PRO version 18 software licenses by Naval Special Warfare Command. The document justifies a sole source award to Executive Information Systems, LLC (CAGE: 1NM64) for an estimated value of $60,000.00 under simplified acquisition procedures.

The justification explains that JMP PRO is the only software that meets the command's requirements for advanced analytics capabilities with a simplified user interface for both novice and expert users. Key technical requirements include the ability to work offline without internet connectivity, pre-approval for use on J6-SSD systems, and specific analytical capabilities including generalized regression, predictive modeling, bootstrap forest, boost tree, neural network modeling, and SEM functionality. The software will be used to analyze Human Performance data sets to inform command decisions regarding readiness, resiliency, and physical performance. The command currently uses JMP version 17, and this procurement represents an upgrade to version 18 to allow all domains of HPP to utilize it independently.

SOLE or LIMITED SOURCES JUSTIFICATION Determination Memorandum for Acquisitions Over $3,500 but not Exceeding the SAT

All solicitations and orders shall be competed unless a justification to limit competition using an exception in FAR Part 8, 13, or 16, as applicable to the acquisition, is approved by the Contracting Officer. When the customer describes an item or service, which limits the availability to one source or a particular brand name, there must be a technical explanation describing why only that specific one will meet the government’s requirement. Statements must be detailed and identify the harm that would come to the government (e.g. lack of capability or safety impact). The customer MUST COMPLETE all questions below, as applicable.

PURCHASE REQUEST OR REQUISITION NUMBER ESTIMATED AMOUNT

1. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES AND THE INTENDED USE.

2. THE CIRCUMSTANCE THAT REQUIRED LIMITING SOURCES TO A SINGLE MANUFACTURER OR SERVICE PROVIDER. (See FAR 8.405- 6(a)(1)(i) and (b)(1) for exceptions that apply to orders under GSA schedules. See FAR 13.106-1(b)(1)(i) for open market purchase exceptions. See FAR 16.505(b)(2)(i) for exceptions that apply to orders against multiple award contracts.)

3. THE RATIONALE THAT SUPPORTS THE EXCEPTION NOTED ABOVE. (e.g., compatibility with existing equipment, specific performance criteria, proprietary data, only one capable, urgency, logical follow on, satisfy minimum guarantee, etc.).

4. IF APPLICABLE, WHY IS THE PROCUREMENT SO URGENT THAT TIME WILL NOT TO ALLOW FOR ADVERTISING?

5. STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION.

5: The government makes every effort and is constantly reviewing the market to adhere to the process of competing service and material acquisitions. If on-going market research uncovers another brand name that presents a compelling advantage over the current command standard, steps will be undertaken to evaluate alternatives.

3: Only one advanced analytics software meets or exceeds all of our unique requirements. That vendor is Executive Information Systems, LLC and their JMP PRO ver 18 system. One of our requirements is that the software must be pre-approved for use on our systems through the J6-SSD softcert. JMP is currently approved. Another requirement is the system must be completely capable of working off-line without any internet connectivity or cloud functionality. The major operating requirement that we are seeking a user interface experience that simplifies advanced analytic functionality down to a non-subject matter expert level. JMP PRO is capable of satisfying both the novice and expert through its uniquely simplified user interface. Only JMP PRO has the user interface and design simplicity to meet our requirement. The SOCOM enterprise already has JMP on its network (version 17). We are seeking the JMP PRO version 18 (latest) so that all domains of HPP can utilize it independently to query and analyze different sources of HP data relevant to resilience, readiness, and operational performance. Additionally, we are requiring that the system be able to conduct generalized regression that fits general linear models including lasso and elastic net. Generalized regression is a technical proprietary capability that only JMP PRO supports. JMP PRO also supports predictive modeling which is a requirement of the G2 HPP department. Also, we require the advanced statistical abilities to perform association analysis, boostrap forest, boost tree, covering arrays, and neural network modeling, k-nearest neighbors, mixed model comparisons, naive bayes, repairable systems simulation, and SEM functionality.
2: IAW FAR 13.106-1(b)(1)(i), only JMP PRO can satisfy this requirement.
1: Advanced analytics software with simplified user interface to allow descriptive, diagnostic, predictive, and prescriptive analytics to performed on multiple Human Performance data sets to inform command decision making regarding command readiness, resiliency, and physical performance and development.
