About this file

This document is a Quick Reference Guide for the Strategic Sourcing program managed by the 448 Supply Chain Management Wing (SCMW) of the U.S. Air Force. The guide provides information on how companies can qualify as suppliers for Air Force manufacturing and repair requirements across more than 100,000 National Stock Numbers (NSNs).

The guide explains the Acquisition Method Suffix Code (AMSC) and Repair Method Suffix Code (RMSC) system, which classifies items based on data availability and Air Force usage rights. Items are categorized into three qualification routes: (1) Full and Open Competition (Code G) requiring no pre-qualification approval, with opportunities posted on SAM.gov; (2) Air Force pre-qualification through Source Approval Request (SAR) process (Codes C, K, or M); and (3) Original Equipment Manufacturer (OEM) qualification (all other codes). The document provides a nine-step SAR process that includes researching available data on SAM.gov, determining the managing organization through WebFLIS, requesting Qualification Requirements and Engineering Data Lists from the appropriate Small Business Offices at Hill AFB, Robins AFB, or Tinker AFB, conducting market research, building a SAR package per AFMCI 23-113, and submitting for evaluation. Contact information is provided for technical data requests and DLA-managed items, with references to the SASPO website and associated Air Force supply chain management groups responsible for sustainment across communications, aircraft systems, propulsion, and other categories.

The 448 Supply Chain Management Wing (SCMW) manages more than 100,000 National Stock Num-bers (NSNs) and is continuously seeking additional sources of manufacture and repair to increase their competitive acquisition position.

Knowing the Air Force’s data rights position helps companies understand the route to achieve qualifi-cation. Each item is “screened” to determine data availability and what usage rights the Air Force has to the data. Technical Data Package (TDP) availabil-ity and usage rights are captured using the Acquisi-tion Method Suffix Code (AMSC) for manufacturing and Repair Method Suffix Code (RMSC) for repair.

These codes determine whether the item; 1.) Does not require engineering pre-qualification approval, 2.) Requires Air Force engineering pre-qualification approval or, 3.) Requires OEM qualification approval.

Full and Open Competition AMSC/RMSC—G—Items with this code do not re-quire engineering pre-qualification approval. Com-panies interested in these items should watch for opportunities on the (beta.SAM.gov) website.

Qualify with the Air Force AMSC/RMSC—C, K or M—Items require Air Force engineering pre-qualification approval through the Source Approval Request (SAR) process.

Qualify with the OEM AMSC/RMSC—Other—Items codes other than C, G, K or M most likely require qualification from the OEM. These codes denote some data/rights limita-tions that prevent the Air Force pre-qualifying new sources.

Source Approval Request (SAR) Process Overview:

Companies interested in doing business directly with the Air Force should review AFMCI23-113 (http://static.epublishing.af.mil/production/1/afmc /publication/afmci23-113.pdf) as it outlines the pro-cess for building a SAR Package.

Once a company determines the item(s) they would like to pursue, the following steps will assist in the process:

1. Research (SAM.gov) for any available data; Qualifi-cation Requirements (QR), Drawings, Engineering Data List (EDL), Repair Data List (RDL), etc. for the NSN you wish to submit a SAR. If the data is in SAM then you may be able to download it for free of charge.

2. Determine the managing organization. WebFLIS (http://fp.logisticsinformationservice.dls.mil/pub/ pub_search.aspx) is a website that may be used to cross-reference either the NSN or Part Number (PN) to the managing organization. FGZ = Robins AFB, FHZ = Tinker AFB, FLZ = Hill AFB and SMS = Defense Logistics Agency- DLA

3. Request the Qualification Requirements (QR) and Engineering Data List (EDL) or Repair Data List (RDL), as applicable, from the managing organization’s Small Business Offices:

Hill AFB:

Tinker AFB:

- For ERRC N or P new buy or any repair managed by Tinker AFB, contact the AFSC Small Business Office, http://www.tinker.af.mil/sbo.asp

- For ERRC T new buy items, you may send a request to SASPO, 429SCMS.SASPO.Workflow@us.af.mil

AFLCMC.LZP.TINKERPUBLICSALES@us.af.mil

NOTE: If active solicitation utilize the link provided in the solicitation.

5. DO YOUR MARKET RESEARCH. Determine if you have the ability to manufacture/repair the item and if it fits your business case.

6. Build a SAR package in accordance with the Quali-fication Requirement and AFMCI 23-113.

7. Submit your SAR package for evaluation to the item’s managing organization.

8. If you intend to submit more than one NSN in a package, please coordinate with the respective offic-es as identified in #3 above for requesting QRs/EDLs/RDLs before submittal.

9. For items managed by DLA please call
