FebBizOpps Announcement
FOR A&E CONSULTING SERVICES FOR BUILDING ENVELOPE AND ROOF DESIGN IN SUPPORT OF THE FACILITY MANAGEMENT DIVISION
SAQMMA-17-R-AEROOFING
Amendment A02 The U.S. Department of State (DOS), Office of Logistics Management, on behalf of the Overseas Buildings Operations (OBO), Facility Management Division, anticipates awarding at least two indefinite quantity/indefinite delivery (IDIQ) contracts to professional, licensed firms specializing in building envelope, roofing and waterproofing design. This requirement is set aside entirely for small businesses. The small business must meet the Small Business Administration’s size standards to be considered a small business under North American Industry Classification System code is 541330.
Each contract shall consist of a one-year base period with four one-year option year periods. The Government guarantees $20,000.00 in task orders over the life of the contract. The maximum dollar value of orders awarded under each contract shall not exceed $750,000.00 per year; the total contract amount over five years shall not exceed $3,750,000.00.
Task orders under the IDIQ contract shall include, but are not limited to, on-site surveys and investigations, building envelope, roofing and waterproofing reports, contract documents for design/bid/build projects, performance specifications for design/build projects, cost and schedule estimates, submittal reviews, on-site quality assurance inspections, and related requirements for maintenance and repair projects worldwide. Submissions under this contract shall be compliant with Office of Overseas Buildings Operations design guidelines and compatible with Autocad. The anticipated construction cost of these projects shall range from $200,000 to $6,000,000, depending on specific design limitations, locations and security parameters.
Professional design services may include building envelope, roof and façade waterproofing consulting, architectural and engineering, historic preservation, sustainability, life safety and hazardous material, and specification expertise. Design submission phases may be identified in a design recommendation report provided by the Government with each task order; which typically requires Assessment (25%); Design Development (50%); and Final Design (100%). On-site full-time Quality Assurance Inspection services may be required on large projects. All submissions shall be sealed and signed by a licensed professional; and specific to waterproofing by a registered roof/exterior wall consultant [rci-online.org]. Overseas Buildings Operations will review each Design submission and comments will be returned to the design firm for incorporation into the Final Design.
Upon notification of selection, each successful offeror will be required to submit a copy of its labor rate schedule for U.S. personnel within twenty working days for review and approval. These rates shall be loaded fixed rates by discipline, which will be included in the contract and utilized throughout contract performance period(s). The disciplines shall include professional design services labor categories to be used during the base year and for each option year. The labor rate schedule in the contract shall not be exceeded.
In order to be eligible to perform under this contract, successful offerors must possess or be able to obtain a Defense Security Service (DSS) Secret or Top Secret Clearance (FCL), with Secret safeguarding authorization, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. All entities comprising a joint venture must possess or be able to obtain an FCL, as well as the joint venture. Personnel requiring access to classified information or Controlled Access Areas (CAAs) must possess a Secret personnel security clearance issued by the Defense Security Service (DSS) Defense Industrial Security Clearance Office (DISCO). Subcontractors that require access to classified information or CAA space must also possess a Secret FCL. If a selected offeror does not possess the necessary FCL, the Department will sponsor the firm for a Secret clearance. Sponsorship does not guarantee that the firm will receive the clearance. A period of six calendar months, from selection of the final offeror, will be allowed for the offeror to obtain the necessary Secret FCL. After this period the Government may, at its discretion, consider awarding the contract to another firm. Contracts may not be awarded until selected firms receive an FCL. At least one contract may be awarded to a firm already possessing a Secret FCL. Due to time constraints, the Government will not delay award of contracts to selected firms already in possession of a Secret FCL.
Offerors must submit the Commercial and Government Entity (CAGE) Code associated with the FCL with the required qualification documentation.
PREQUALIFICATION EVALUATION FACTORS
Offerors are required to complete and forward documentation that addresses all evaluation factors. Failure to address evaluation factors may result in failure to qualify. The offerors receiving the highest evaluated rating will be considered for selection. The Government reserves the right not to award any offeror receiving less than a satisfactory rating in all Evaluation Factors. Offerors responding to this announcement will be considered for selection using the following Evaluation Factors -- 100 point maximum:
Factor 1 – Design Excellence: U.S. diplomatic facilities must comply with rigorous security, energy, safety, sustainability, and other goals in addition to those normally required in standard building construction. Provide the firm’s integrated concept of whole-building performance to be incorporated into designs so that the attributes of functionality, security, cultural sensitivity, safety, sustainability, accessibility, durability, and operability are suitably addressed with regards to the entire building envelope.
The Government will evaluate the extent to which the integrated concept and design approach represents the U.S. and its ideals to the host nation with regards to the whole-building performance decision making process. Design Excellence in waterproofing is more than zero water leaks. – 10 points.
Factor 2 - Technical: Internal management plan and business structure (e.g., joint venture, integrated contractor), past performance, schedule, and cost control procedures for building envelope, roofing, and waterproofing design projects. Provide an organization plan and an internal quality control plan that describes the firm’s ability to successfully provide and coordinate technical efforts either in-house or with consultants. Identify the primary office that shall have responsibility for projects and the staff assigned to that office by discipline.
The Government will evaluate the extent to which the proposed organization plan and an internal quality control plan demonstrates a comprehensive and effective approach for management and coordination of decision making, project personnel, development and control of project schedules and budgets. -- 20 points.
Factor 3 – Qualifications: Professional design qualifications necessary for performance of the required services listed above. List any previous experience with overseas projects and knowledge of foreign building codes, standards and construction practices. Show any licenses, registrations and other certifications for each discipline, as well as awards and other indicators of high quality performance. This shall include management and on-site quality assurance personnel.
The Government will evaluate the extent to which the principle designer proposal demonstrates the capability to select, retain, and replace (when necessary) key personnel and provide specialized experience; licensed professional engineers, architects and certified consultants having completed international projects of a similar dollar value and technical complexity. -- 20 points.
Factor 4 - Performance: Specialized experience, technical excellence and competence in building envelope, roofing and waterproofing projects. List three projects each performed in the past five years in each of the following four building systems and design-build structure: 1. Low slope roofs (built-up, modified bitumen, single-plies); 2. Steep slope roofs (clay tile, slate, metal systems); 3. Façade and building envelope restoration; and 4. Below grade waterproofing (plaza decks, green roofs) 5. Design/build low sloped roof replacements. Provide the following information for each project: brief description, project date, project manager, quality control personnel, delivery method (design-bid-build or design-build), method of acceptance test, initial cost vs. final cost, planned vs. actual schedule, and name, address, and telephone of a reference. Offeror’s may include additional relevant information demonstrating significant achievements or explain performance problems they consider relevant to the proposed efforts.
The Government will evaluate the extent to which past performance demonstrates effectiveness in forecasting, managing, and controlling contract costs; adherence to contract schedules; responsiveness and business-like concern for the customer; experience in the team oriented execution for design/build projects, and effective management. Note: As prescribed in the Federal Acquisition Regulation at 15.305(a)(2)(iv), an offeror without a record of relevant past performance or for whom information on past performance is not available will receive a neutral rating. -- 20 points.
Factor 5 - Capacity: Offerors shall submit evidence of having earned, as the principal source of business, a minimum 75 percent of revenues from building envelope, roofing and waterproofing. Offerors must also submit evidence of their ability to secure sufficient liability insurance for overseas projects. Offerors must be able to demonstrate ability to have multiple staff members with security clearances, manage multiple design tasks simultaneously at different overseas locations, and demonstrate ability to meet project milestones and schedules.
The Government will evaluate the extent to which the offeror's proposal demonstrates capacity to accomplish work simultaneously at different overseas locations within the required cost and time parameters. -- 30 points.
Offerors that meet the requirements described in this announcement are invited to submit copies of Standard Form 330 Architect/Engineer and Related Services Questionnaire for General and Specific Projects.
The Government will evaluate the extent to which the offeror demonstrates successful accomplishment of projects of a similar dollar value and technical complexity. During the evaluation process, the information provided in the Standard Forms 330 will be reconciled with the evaluation factors.
