Questions and Answers

Q&A # Drawing/Spec.

Reference Subject Description Responses 1 Right now the Navy has a permit for the maintenance of the tower. This may not be enough for construction of a new tower though. We need more information from the Navy on this.

The Contractor shall review the drawings and specifications that are part of the solicitation package in order to confirm the scope of the work required for the Construction of the Tower at Jurado. No maintenance is included as part of the scope for the actual solicitation.

Licenses and permits for the construction project are responsibility of the Colombian Government, not the Contractor.

2 It is not clear what the Navy’s expectation is related to where Contractor personnel should stay. At one point during the preproposal conference the Navy stated that personnel should stay on the Navy base. If personnel did, it is not clear as to whether any rooms would be made available to Contractor personnel (and at what cost, if any), or whether a temporary camp (e.g. tents) should be created by the Contractor.

The estimated area for the installation of the temporary facilities is wide, approximately 100 square meters, taking into account that the Temporary facilities shall be accommodated from 12 to 18 persons from the contractor side. This temporary camp shall be placed inside the COLNAV facilities. No local Jurado personnel authorized to live in the contractor temporary facilities for security reasons.

3 Drawing S-020: Is the turret with the flexible (escualizable) arm temporary? Yes, this is a temporary element.

4 For the subject solicitation can the Government please confirm there is only electricity 5 hours a day and no running water in Jurado, Choco, Colombia?

the contractor shall take into account is that the electric fluid of the COLNAV base is not constant during the 24 hours of the day, for that reason the contractor shall take into account to use an electrical generator for their use during the construction project in order to guarantee the electrical fluid to carry out the construction activities.

Water supply shall not be an issue during the construction project.

However the contractor shall also take into account a backup plan for water storage to be implemented for construction activities.
