C-001 AVIATION ENGINEERING AND MODIFICATION SERVICES S-61T STATEMENT OF WORK
The Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), has a require-ment to incorporate a modification for the purpose of providing air conditioning in the cockpit and cabin area of the Department of State owned S-61T Sikorsky aircraft. The inital request is to provide cooling capability for thirteen (13) S-61T aircraft in the cockpit and cabinet.
This medium lift rotary wing aircraft performs a variety of missions. At times the aircraft operates from forward operating locations under primitive conditions and at other times from international airports executing instrument approaches. The primary mission is to transport passengers and cargo into and out of austere field sites located throughout the theater of operation in support of the U S Em-bassy. This mission requires that the aircraft possess personnel and cargo carrying capability, long range and flight endurance. Opera-tions are often flown in very rugged, high mountainous terrain that requires optimum take off, climb, and turn performance at density altitudes. These aircraft will serve in remote areas with few bases from which to operate the thirteen (13) S-61T aircraft which also af-fect mitigating heat related issues.
The required air conditioners are to be a minimum of 24,000 BTU, with the capability of being removed from the aircraft as dictated by seasonal and mission requirements. The air conditioners should be installed in a manner that allows the effects of the air condition-er, requirements for intake, exhaust, and condensation draining associated with installation and proper operation to minimize the im-pact on the performance of the aircraft and not impact the cabin capabilities.
Background:
Ambient temperatures in aircraft operating locations often exceed 125°F in peak summer months. Internal aircraft temperatures reach much higher as a result of sun exposure to aircraft surface and the closed cabin environment, resulting in very uncomfortable and near hazardous conditions for aircraft passengers and crew members. Portable Air Conditioning units of the proposed minimum of 24000 BTU, would lower internal aircraft temperatures substantially and afford passengers and operating crew a much safer and more com-fortable transit.
The successful offeror shall have designed and implemented air conditioning units in several size and type aircraft, possess the know-ledge and assets to produce an air conditioning unit that meets extreme temperature requirements as well as the time constraints to provide the quantity of units in the timeframe required and possess substantial experience with performing aircraft modifications on Sikorsky aircraft structures, wiring, avionics, instruments, systems and accessories.
Although the conceptual portable air conditioning unit will be capable of being installed and removed from the aircraft as required by mission and seasonal operations, there are requirements for portable air onditioning unit intake ducting, exhaust ducting and condensa-tion drains associated with the implementation. Each of these requirements shall be included in the design, which allows for imple-mentation in the same fashion as the portable air conditioning unit itself. The ideal design allows for return of the aircraft to a “before installation” configuration for operations without the air conditioning unit installed.
The urgency of this requirement necessitates that air conditioning units be integrated into six (6) Iraq aircraft prior to summer 2016.
Specifications:
• Minimum 24,000 BTU (based upon decreasing internal aircraft temperatures by greater than 20°F, measured eight (8) feet for-ward of the supply air vent.
• Total unit weight no greater than 200 lbs (+/- depending upon determined placement within aircraft).
CONTRACTOR EXPERIENCE REQUIREMENTS
The contractor must demonstrate experience in performing aircraft structural and electrical modifications on a Sikorsky platform as in-dicated in the form of a Sikorsky issued document. The contractor must demonstrate the capability of meeting DoS airworthiness re-quirements. The contractor must demonstrate possession of engineering and maintenance staff sufficiently trained and experienced on aircraft structural and electrical systems to perform the required modifications on the subject aircraft or develop modification kits and instructions, if deemed appropriate. The contractor must demonstrate possession of qualified engineering and maintenance personnel willing and capable of travelling to overseas location(s) to perform the modifications, if deemed necessary.
CONTRACTOR RESPONSIBILITIES
a) Identify or develop a portable Air Conditioning system which best meets the USG’s requirements.
b) Develop structural design and resulting modifications to support the selected Air Conditioning system, to include aircraft floor-ing and structure which support the unit, Condenser Intake Ducting, Condenser Exhaust Ducting, Supply Air, Return Air, Condensate Drain and security of the unit to aircraft flooring.
c) Develop electrical design and resulting modifications to support the electrical loads of the selected Air Conditioning unit and system.
d) Perform and provide an Electrical Loads Analysis (ELA) which supports the electrical design of the Air Conditioning System in-stallation
e) Contractor shall provide a First Article Test and Evaluation Plan (FATEP). The FATEP shall be performed on an initial aircraft at Patrick AFB or at the contractor’s facility, as agreed to by INL/A Chief of Maintenance and the contractor. No production units will be ordered until contractor successfully completes and passes First Article Test and Evaluation milestone.
f) Develop and provide implementation instructions and modification kits, if determined the modification may be “field implemen-ted” by onsite personnel. Delivery of the first production kits should be 2 weeks from FATEP signoff.
g) Provide a project plan with timelines and milestones for modification development and implementation (or kit delivery), concen-trating first on all aircraft (6) assigned to and operating in Iraq. Iraq aircraft shall be completed by Summer 2016. Remaining aircraft
(7) shall be retrofit within one year of contract award.
h) Provide required drawings, Instructions for Continued Airworthiness, Component Maintenance Manuals, Illustrated Parts Manu-als and Flight Manual Supplements for subject aircraft modifications and Air Conditioning unit, to include revisions for a period of two (2) years from delivery date of the final aircraft, or final Air Conditioning unit and modification kit.
The following documents will be provided to the successful Offeror for the S-61T air conditioning project:
