Department of State 2015 Brokerage Services
Request for Information - Market Research
This is a Request for Information (RFI) as outlined in FAR 15.201(c) (7). The purpose of this RFI is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The government is requesting information regarding the availability and feasibility of attracting firms to support the requirements of THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) for Brokerage Services. The project will consist of Brokerage Services to provide a variety of real estate services all over the world. Services will be on an as needed basis.
This notice is issued solely for information and planning purposes and DOES NOT constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below-listed services in the future. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response.
Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation.
1. Project Description (Secret Facility and Personnel Security Clearances NOT Required)
The Department of State’s (DOS) portfolio includes undeveloped land, offices, warehouses, recreational, residential (single and multi-family), motor vehicle, and mixed-use facilities, related to the U.S. Government’s (USG’s) overseas mission.
Assignments may be located in nearly every country throughout the world including the following regions:

| Region Two: | Eastern Asia and The Pacific |
| Region Three: | Europe, Eastern, Western and Mediterranean |
| Region Four: | North Africa and the Middle East |
| Region Five: | South Asia |
| Region Six: | North and Central America, and South America |
Services include the preparation of oral, narrative or form appraisals and advisory reports concluding to an estimate or range of value, rent studies, reports on real estate market trends, highest and best use studies, feasibility studies, property searches, office and residential rent surveys, tenant and buyer representation services, negotiation support services and other real estate services as needed. Additional services that may be requested include quickly developed value estimates, with little or no supporting documentation provided.
Approximate cost: $20 million.
2. Project Solicitation:
DoS plans to award multiple Firm-Fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for a two year base (each contract shall be effective on the date of the Contracting Officer's signature, and shall remain in effect for two years from the period of performance of the contract)and (3) three one-year option years. The IDIQ awards will be made to the responsive offerors whose proposals conform to the solicitation, and will offer the “Best Value” to the government, whereas technical factors are more important than cost.
Offerors must be registered in the Central Contractors Registration (CCR) database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.ccr.gov or by calling 1-888-227-2423, or 269-961-5757. The Offeror is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data.
3. Prior Pre-Qualification: - NOT APPLICABLE Complete prequalification package submission required.
Detailed Instructions
The Offeror shall submit sufficient documentation to allow DOS to evaluate its capabilities with the qualification criteria listed. Submissions that are missing the required information or otherwise do not comply with the submission requirements may be eliminated from consideration at the Contracting Officer’s determination.
We are seeking Companies in the following Socio-Economic Categories: Small Business (SB), Women Owned Small Business (WOSB), HubZone (HUBZ), 8(a), and Service Disabled, Veteran Owned Businesses under NAICS code 531320. All interested companies must have an active registration in the System for Award Management (SAM) and not be on the Excluded Party List.
4. Technical Requirements
CONTENT OF SUBMISSIONS AND FACTORS FOR EVALUATION:
Interested parties should provide the following information in their response:
1. Company Name, Company Address, Company Point of Contact (POC) POC phone number/email address, Company DUNS number and a 20 page (maximum) capability statement focusing on your firm's ability to brokerage services in the listed regions.
2. Responses to this announcement should indicate whether the respondent is a small business for NAICS code 531320. If so, please be sure to list the socioeconomic category in which your company belongs, if any.
3. Interested vendors should be registered in the System for Awards Management (SAM).
4. Reponses should include brokerage services experience in private and/or public sectors for the previous 10 years.
Other Important Considerations: Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the RFI or comments submitted in response to requests for information.
Information Sought: As part of response, respondents should provide the following:
• Detailed qualification and capability statement to perform the work;
• Synopsis of corporate experience and management capabilities, including staff experience, availability, and pertinent training and/or certifications;
• List of prior completed projects and/or government contracts of similar nature, references, and/or any other related information; and
• A brief synopsis of possible approaches on management of brokerage services in all the regions listed above.
5. Closing Deadline for Submissions Information Submission Instructions: All responses to this RFI must be submitted electronically (via email) to Blondell Taylor, Contracting Officer at taylorbk2@state.gov in MS Word or Adobe Portable Document Format (PDF) no later than May 11, 2015 12:00 PM EST with the words "DoS BROKERAGE SERVICES" in the subject line. Due to server limitations, please limit the size of each email to no more than 2MB with a ten (10) page limitation not including cover page and table of contents. NO phone calls and/or mail courier responses will be accepted.

Responses to this notice will not be considered adequate responses to any resultant solicitation. The information provided in this RFI is subject to change and is not binding on the USG.
