C-7 CONTRACTOR’S SCHEDULING WORK
Furniture and portable office equipment in the immediate area of work to be performed by the Contractor shall be moved and replaced to its original location by the Contractor. Certain preventive maintenance repairs and service calls will require significant furniture moving. The Contractor will be responsible for moving all furniture and portable equipment necessary to meet the requirements of the contract.
Delivery and storage of materials and equipment, and accomplishment of all work, shall be made with a minimum of interference to Government operation and personnel. Any deliveries involving prolonged use of the loading dock or any other building entrance that could cause interruption in building activities shall be coordinated through the COR prior to any interruption of activities. Interruptions to building services shall be kept to a minimum and approved at least twenty-four (24) hours in advance by the COR. Those which adversely affect the environmental conditions in occupied portions of a building shall be performed outside occupant work hours.
During power outages for preventive maintenance the Contractor shall at no additional cost to the Government provide material and labor necessary to provide temporary power to the affected areas.
C-8. ENVIRONMENTAL REBATES
A. As a federal agency, the Department of State (DoS) is eligible for various environmental sustainability and energy rebates, including, but not limited to, water conservation and reduced energy rebates. For example, DoS may be eligible for a rebate by using energy efficient lighting or installing energy efficient windows. As
DoS wishes to operate its buildings in both an environmentally friendly and cost effective manner, the
Contractor shall maximize DoS’s eligibility for acquiring environmental rebates.
When a project or program is implemented that provides DoS eligibility for a rebate to be taken, the
Contractor shall consult with the COR and the relevant service providing company that is offering the rebate.
The COR will make the final decision based on the most cost effective and efficient option based on state and local laws.
23 | P a g e
B. It is the CO’s discretion, with technical guidance provided by the COR, for DoS to select one of the following options, or some combination thereof:
1) Instruct the utility company to apply the rebate to future monthly utility invoice statements;
2) Instruct the Contractor to receive the rebate from the utility company on the Government’s behalf, and apply the rebate value to future monthly invoice statements; or
3) Instruct the Contractor to receive the rebate from the utility on the Government’s behalf, and apply the rebate value to future miscellaneous repair, reimbursable work orders, and minor construction projects.
C. Where the Contractor receives the rebate on the Government’s behalf, the Contractor shall work with the CO/
COR to ensure invoices and other documentation are reflected properly.
C-9. CERTAIN FUNCTIONS AT CRC ARE TO BE PERFORMED ONLY BY DESIGNATED TYPES
OF PERSONNEL
The below listed three functions at CRC shall be performed only by Contractor personnel that are certified to work on the type of systems specified. If the listed Contactor’s on-site employee is not certified by the manufacturer of the equipment being repaired and/or having preventive maintenance performed, a subcontractor shall be used that holds the required certification:
1. Operation Energy Management Systems:
Technician certified by the EMS System (ALC and Schneider Electric)
2. Operation of Heating and Air Conditioning Equipment: Technician certified by Liebert for XDV and
CRV operation and controls. Certification must be current.
Refrigeration Technician
Electrician
Maintenance Mechanic
3. Electrical Distribution System:
Electrician certified to work on the Electrical Distribution System
Electrician certified to work with Photovoltaic Power Generation Systems
The Contractor shall be responsible for any necessary operation of equipment during and at other than “Occupant
Work Hours” to prevent damage to facility or equipment by freeze-up. Temperatures will be maintained at energy guideline levels during the above “Occupant Work Hours.” as described in Section C-5.
C-10. DELIVERABLES IN CONTRACT:
The deliverables and their required delivery dates are listed in Section F of the contract.
C-11. RESERVED:
C-12. SERVICE CALLS:
A service call is a report by building tenants, Department of State (DoS) personnel, or other interested parties, of a plumbing, mechanical, electrical, building system, architectural/structural, or related maintenance problem; and the Contractor's subsequent receipt of, response to, and correction of the problem. All service calls shall be completed within three (3) hours of the Contractor’s receipt of the initial call.
24 | P a g e
The Contractor shall have a material and repair parts inventory in sufficient quantities to meet the daily needs of service calls. If the Contractor cannot correct the problem within the three (3) hour service call time limit, the service call shall be closed and will be classified as a maintenance repair. Maintenance Repairs shall be completed within three (3) calendar days. When the COR or designated representative determines that a repair is critical to the Government operations, work shall begin immediately and shall not stop until repairs have been completed.
Parts and or material needed to complete the repair shall be obtained without delay.
(A) Material List: The Contractor shall provide and maintain sufficient parts and supplies at the buildings to correct the majority (80%) of all service calls within the prescribed three (3) hour time limit, and shall provide this list of inventory items to the COR within fifteen (15) calendar days after contract award date. All parts and supplies used to complete maintenance repairs shall be new and comparable to either the original equipment or the manufacturer's recommended replacement parts and be of the highest energy efficiency.
When electric motors fail they shall be replaced with new energy efficient electric motors. Rebuilding or rebuilt electric motors is prohibited unless approved in advance, in writing by the COR.
(B) Staffing: The Contractor shall be responsible for providing the appropriate administrative staffing to directly receive from DoS personnel, all service calls and to record, and monitor the performance of all service calls, including service calls that become maintenance repairs.
(C) Systems Furniture: The systems furniture wiring, fuses, and receptacles are not the Contractor’s responsibility to repair and/or replace. The Contractor is responsible for performing service calls and repairs only to the extent necessary to ensure that electrical power is being provided from the building electrical systems to the furniture electrical harness circuit hook-ups.
(D) Responses to service calls: There are three levels of service calls, and response times are as follows:
(1) Emergency Service Calls: Service calls that consist of correcting failures which constitute an immediate danger to personnel or property as determined by the COR, including, but not limited to: broken water pipes, water or steam leaks, electrical power outages, electrical problems which may cause fire or shock, gas or oil leaks, major building cooling or heating problems, heating or cooling problems affecting
Authorized Department Personnel (ADP) areas such as the Book Print areas of Passport Services and
Check Print areas of RM and/or high priority areas, flooding, broken glass doors and windows, inoperative lighting or electrical circuits at work stations, and any other work considered to be an emergency as identified by the COR. During official work hours, the Contractor shall respond to emergency service calls within five (5) minutes. For emergency service calls during other than official work hours, the maximum response time shall not exceed thirty (30) minutes. The response times listed above shall include travel time to the emergency service call site.
At a minimum, the Contractor shall remain on the job until each emergency situation is corrected or as directed by the COR. During official work hours, the Contractor shall notify the COR or designee, within thirty (30) minutes of receipt of an emergency service call, what corrective action is being taken and what injuries and/or property damage resulted from the emergency situation. If corrective actions taken by the
Contractor to relieve an emergency cannot fully correct the problem within three (3) hours, the service call shall become a emergency maintenance repair for tracking purposes. The COR or authorized representative shall be notified of each emergency maintenance repair and shall be kept informed of its status and completion, the Contractor shall maintain a continual qualified presence until the emergency is corrected.
25 | P a g e
(2) Urgent Service Calls: Service calls which interrupt or otherwise adversely impact DoS or building tenant operations. Examples of urgent service calls include, but are not limited to: Inoperative electrical circuits, room temperature complaints, flush valve stuck open, and any other conditions determined urgent by the
COR. The Contractor shall respond during official work hours within ten (10) minutes to urgent service calls, and if corrective action cannot be completed within three (3) hours, the call shall become a maintenance repair. Urgent calls outside official work hours shall be accomplished the same as emergency service calls.
(3) Routine Calls: Service calls which are not considered emergency or urgent service calls. The Contractor shall respond within two (2) hours during official work hours. In those instances where any service call cannot be resolved within three (3) hours, the service call shall become a maintenance repair.
(E) Processing of service calls: The Contractor shall provide adequate office personnel to receive, record, and assign the performance of all service calls, including service calls that become maintenance repairs. DoS will receive and monitor all service calls between the hours of 8:30 am to 5:00 pm Monday through Friday excluding holidays, and will relay the service calls to the Contractor. Between the hours of 5:00pm and 8:00 am Monday through Friday, all day Saturday, Sunday, and holidays, requests for service calls will be received by the Diplomatic Security Office and passed to the Contractor via radio, or cell phone. The COR will determine the priority level of the request and if the service call can wait to be completed the next business day. Labor having to be performed by the Contractor, outside of occupant work hours will be reimbursed by the Government.
DoS shall be responsible for receiving and logging in all service calls from complaints via voice, email or written request. DoS is in the process of implementing the CMMS (Computerized Maintenance Management
System) system MAXIMO 7 at its domestic facilities. See Section C, Exhibit 7 MAXIMO.
The Contractor shall provide a Weekly Service Call log indicating the name and telephone number of complainant, date and time of call, and nature of call) shall be provided to the COR on a weekly basis by close of business each Monday.
C-13. REPAIRS TO BUILDING EQUIPMENT AND SYSTEMS
A. General: Repairs to building equipment and systems are defined as services required to prevent a breakdown or failure of building equipment or systems or to put said building equipment or systems back into service after a detected breakdown or failure. Personnel and/or subcontractors performing Repairs on the building equipment shall be certified by the manufacturer of that equipment. Said repairs are the Contractor’s responsibility under the contract’s fixed price “Basic Services”, Section B, CLIN X001; subject, however to the monetary limitations set forth in paragraphs C-13.(B) and C-13.(C) below. The total dollar value for each repair will be determined by a COR estimate, which shall utilize the applicable Contractor's labor hourly rates provided in Section B of this contract for repairs; and parts and materials at the manufacturer’s published prices or his invoice cost, whichever is less. Where there is no manufacturer’s published price list, the
Contractor shall be reimbursed at invoiced cost plus normal shipping, mailing costs. Special handling such as supplier delivery and premium freight require advanced approval of the COR.
26 | P a g e
B. First $2,500.00. The Contractor shall be responsible under ”Basic Services” for the first $2,500.00 of total costs (total of labor, parts, materials, equipment, and if necessary, subcontract trade and professional services) applicable to each building equipment inventory line item repair regardless of the number of occurrences of such repairs. Section C, Exhibit 11 lists all the building equipment inventory line items. Furthermore, any repair to piping, wiring, ducts, pneumatic lines, or hardware, which connects a building equipment inventory line item to another building equipment inventory line item, shall be considered as if it were a separate building equipment inventory line item repair. For example, if a main breaker feeds multiple sub panels, any repair from the main breaker to each sub panel shall be considered a separate repair; thus if there were repairs to the wiring going to 3 sub panels, they would be considered 3 repairs. Furthermore, repairs shall not be combined in order to bring the total cost over $2,500.00.
C. Authorization for repairs in excess of $2,500.00 The Contractor shall submit to the COR for approval a cost proposal based on costs as defined in paragraph C-13(A) and C-33. The Contractor shall perform repairs whose total cost is in excess of $2,500.00 upon prior receipt of a duly executed fixed price RWA
(Reimbursable Work Authorization) or task order (DoS Form OF-347). For example, if the total repair is to cost $2,800.00, the RWA or task order will show $2,800.00 as the total cost, $2,500.00 as the Contractor’s responsibility, and $300.00 as the net amount to be paid to the Contractor. If the COR determines that the repair is of an emergency or urgent classification, the COR may verbally authorize the repairs, and the
Contractor shall submit the next working day a cost proposal to the COR for approval. The COR shall confirm in writing no later than the following working day any verbal order. DoS reserves the right to furnish to the Contractor, any or all parts and/or materials required for any reimbursable repair. If the reimbursable repair work is to be totally or partially performed by a subcontractor, the Contractor shall obtain and provide to the COR three competitive subcontracting bids, unless three subcontracting bids are not practical under the particular circumstances.
D. Repair Performance Period: The Contractor shall accomplish these repairs within three (3) calendar days after the repair is identified. If unusual circumstances would preclude the completion of repairs within the required time, the Contractor shall notify the COR in writing of the reasons why the repairs cannot be completed within the required repair performance periods. If the stated reasons justified as beyond the control of the Contractor and outside the specified terms and conditions of this contract, the Government will allow more time for the completion of repairs on a case by case basis. The Contractor shall notify the COR at least twenty four (24) hours in advance of work that could be considered disruptive to building occupants or normal building operations. The Contractor shall be responsible to maintain the information in the CMMS system MAXIMO 7. See Section C, Exhibit 7 MAXIMO The Contractor shall submit a maintenance repair report (hard copy) to the COR by the close of business on each Monday for the previous week. The report shall include, but not be limited to, the status of all initiated repairs.
E. Repair Dollar Category: The decision as to which dollar category (up to $2,500.00 or in excess of $2,500.00) that each building equipment or systems repair falls into will be made by the COR.
