Part I OVERVIEW
1. INTRODUCTION
1.1. Background
The U.S. Department of State (DoS) Video Program Office (IRM/OPS/ITI/DTS) provides for the DoS at large current endpoint video teleconferencing (VTC) systems and services that incorporate state of the art features and security protection mechanisms. The systems are used to meet normal and emergency coordination needs in support of the Department's Foreign Affairs Community (FAC). The Video Program Office (VPO) is respons-ible for defining and providing core infrastructure and VTC services to support internal and external customers.
The DoS successfully accomplishes this lifecycle management through the use of and adherence to well-defined processes and procedures. The VPO, along with other DoS requiring offices, therefore has an ongoing repetitive need for commercial TEMPEST Video Teleconferencing Equipment meeting core technical specifications.
1.2. Objective
The DoS intends to establish multiple Indefinite Quantity Contracts (IDIQ) under which the DoS may make re-petitive purchases of specified supplies in a streamlined, pre-negotiated manner, to facilitate the missions of the GITM program, VPO and the overall DoS.

2.1. CONTRACT VEHICLE
This acquisition is a 100% set aside for small business concerns.
2.2. AWARD TYPE

2.3. EXTENT OF OBLIGATION
This IDIQ does not create an obligation. The Government is obligated only to the extent of authorized pur-chases actually made under this IDIQ.
2.4 MINIMUM AND MAXIMUM CONTRACT AMOUNTS

The exception to this condition is for invoices for which an original is required and all other documentation for which Government statute or regulation explicitly requires submission of a hard copy original.
