SAQMMA11R0337 DoS response to solicitation clarifications.

· In reviewing the document from the web I did not find included details on your preferences for our proposal to you in terms of format or limitations – for example, page count, margins, resumes required etc., am I missing a document or are we at liberty to be creative with how our technical proposal is organized. As well for the pricing, are you satisfied with completing the 1449 and do you require back-up to that document?

Dept of State response –Offeror shall propose in accordance with the SOW, then complete the SF1449 Section B Pricing. There is no limitation/format requirement for pages, margins, etc. For the electronic requirement (CD) offerors may submit proposals in Microsoft Word or Adobe PDF format.

· Does this mean the "actual work" or only for the proposal submission as the prime. In other words can a US small business subcontract/team with a Canadian company?

Will DoS allow a foreign owned business perform the work?

DoS Response—under small business rules, only US owned business qualifies.

Dept of State response –Offeror may team with companies outside the US.

· Vendor Repair of Government Furnished Property; Will CLIN 0002 remain cost plus fixed fee or should it be T&M?

Dept of State response –CLIN 002, 1002, 2002, 3002, 4002 will remain cost plus fixed fee.

· Over and Above Labor; What CLIN will fuel used after DD250 be billed to? Example: If the contractor were to have to fly the aircraft to Melbourne, FL for delivery, or perform pre-delivery test flights as ordered by the customer. Would this be billable under CLINs 0003 or 0004?

Dept of State response – Yes.

· Air/Surface Transportation; If the contractor is expected to pick up the aircraft from the Countries outlined in CLIN 0004, what is the minimum number the contractor shall plan to pickup?

Dept of State response – min 1 aircraft.

· Air/Surface Transportation; In the questions and answers issued for Solicitation 0178 DOS states that pickup of aircraft will be from Melbourne, FL. Regarding solicitation 0337, will the contractor be required to transport the aircraft from the above locations, or will all aircraft be transported from Melbourne, FL to the depot facility?

Dept of State response – In the event DoS is unable to secure transportation to Melbourne, The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· Air/Surface Transportation; Why are there separate CLINS if pickup is set to be at Melbourne, FL?

Dept of State response – In the event DoS is unable to secure transportation to Melbourne, The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· Air/Surface Transportation; Is this CLIN to remain Cost Plus Fixed Fee? If Aircraft are to be picked up in Melbourne, FL via surface means, shouldn’t this be billable at a Per Mile rate?

Dept of State response – proposals may include a per mile rate. Transportation from Melbourne, Fl. CLIN will be changed to firm fixed price per mile in Amendment 1. The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· Flyable Storage; What happens in the event the aircraft is stored on the contractor’s site for more than 14 days? How is the contractor to be reimbursed for the additional storage?

Dept of State response – aircraft will not remain more than 14 days at depot facility.

· Flyable Storage; Sections B and C list this CLIN as Firm Fixed Price. Should this be Firm Fixed Daily Rate?

Dept of State response – Firm fixed price, proposals should include daily rate.

· Aircraft Management and Storage; What happens in the event the aircraft is stored on the contractor’s site for more than 14 days? How is the contractor to be reimbursed for the additional storage?

Dept of State response – aircraft will not remain more than 14 days at depot facility.

· Aircraft Management and Storage; Does this clin apply to production or salvage aircraft?

Dept of State response – production aircraft only.

· Offsite Field Services; There is no mention of premium time when deploying offsite teams. Will the contractor receive premium time when deploying offsite teams?

Dept of State response – may propose daily rate and premium rates by location.

· Offsite Field Services; Sections B and C list this CLIN as Firm Fixed Price. Should this be Firm Fixed Daily Rate?

Dept of State response –. Firm fixed price. Proposals should include rates by site.

· Crash and Battle Damage Airframe; What prices/rates should be included in contractor response? Direct Labor, Material Handling, Profit, or just a proposed fixed fee?

Dept of State response – should include indirect rates, fixed hourly labor rates, material handling fees and fixed fee.

· Section F Deliveries or Performance; Is the contractor to deliver 24 units in 360 days or is that the time cycle per unit?

· SOW, Stripping; After inspection of the aircraft. Will the interior/exterior be painted based on direction from DOS? Will this be billable to Over & Above?

Dept of State response – not over & above, see SOW requirements. DoS requires NVG compliant black and options of 3 exterior colors pending aircraft site location.

· Disassembly: Page 17 , “Remove engine. Engines that are deemed economically repairable shall undergo cleaning, inspection, repair and troubleshooting IAW applicable engine manual.”

Will pre induction test flights be allowed? There is no way for the contractor to know the condition of the engine mechanically without a pre induction test flight under load.

Dept of State response – no, aircraft disassembled for transportation out of theatre prevents pre-induction test flights.

· The subject Solicitation contains CLIN's such as 002 that cannot be priced until the scope (if any) is determined. Is it the Government's intention that only CLIN 001 and out years be priced with our proposal submission? If not just CLIN 001 which CLIN's are required to be priced with our proposal?

Dept of State response – should include indirect rates, fixed hourly labor rates, material handling fees and fixed fee.

· Solicitation Section J - List of Attachments specifies a document entitled UH-1 PDM SOW dated 08/01/2011. I can find no such document. Is the proper document the Huey Depot Specification revised 7-27-11 that is referenced on the FedBizOps web page? If there is a UH-1 PDM SOW dated 08/01/2011 document please tell me how to find it?

Dept of State response – The proper statement of work document is the Huey Depot Specification revised 7-27-11 file included with the announcement. Revised will be issued with Amendment 1 in FBO.

· Will the Government be providing answers to questions as they come in? What turnaround time can be expected for answers?

Dept of State response – Responses will be posted to FedBizOps Aug 18.

· Tech proposal ' is there a page limit? how many copies to remit?

Dept of State response – There is no page limit for the technical proposal. Number of copies included in FBO announcement.

· Can we assume ACI being an inspection process that any major or minor defect found will be costed out under CLIN 0003 over and above since those are unknown at the the time?

Dept of State response – cost will be under clin x002 and x003.

· Subject ACI mandatory replacement parts:

Understanding of these mandatory replacement parts listing is critical to an accurately support the ACI. Will the DoS provide the listing of mandatory replacement items (parts) required in support of the ACI maintenance activity?

Dept of State response – Mandatory replacement items and time change components shall be determined by the contractor during records review during induction. Contractor shall procure parts and components.

· Subject: Time Change compliance parts Listing:

Will the DoS provide listing of critical time change components that are required for the completion of the ACI? Will the contractor be required to purchased time change components/parts or will they be furnished as GFP?

Dept of State response – Mandatory replacement items and time change components shall be determined by the contractor during records review during induction. Contractor shall procure parts and components.

· Subject: Parts Listing Will the DoS furnish to the contractor UH-1 parts catalog for consumable and reparable parts?

Dept of State response – DoS will provide parts manuals to awardee when not available commercially.

· Subject: Schedule Component Removal/Replacement Listing:

Components which are predicted to obtain time limitations during ACI or prior to Phase Inspection following ACI shall be determined on a case-by-case basis during the pre-delivery records review.

To facilitate on and off equipment Phase Inspection actions will the DoS provide a listing to the of components reparable and consumable parts that will be required for the conduct of Phase Inspections?

Dept of State response – Mandatory replacement items and time change components shall be determined by the contractor during records review during induction. Contractor shall procure parts and components..

· Subject; Parts manuals and Publications:

Will DoS provide BHT Pub 92-004-24P, Huey II Illustrated Parts Book, Pratt & Whitney 3017044 & Pratt & Whitney PT6 Illustrated Parts Manual, 1H-1(U)N-4 Illustrated Parts Breakdown – USAF Series UH-1N manuals, and DoS INL/A TM 1 UH-1ST-23P Illustrated Parts Breakdown?

Dept of State response – DoS will provide technical manuals to awardee when not available commercially.

· Will DOS be expressing the minimum and maximum ordering amounts of the contract in $ values?

Dept of State response – Yes, minimum will be issued with firm requirements.

· Are there ITAR implications with Air/Surface transportation import to and export from the U.S. based on associated defense articles on the aircraft?

Dept of State response – Contractor shall coordinate any and all ITAR issues associated with this contract.

· CLIN 0004 states the contractor shall provide air/surface transportation for aircraft, equipment and material necessary to complete helicopter refurbishment and avionics upgrade in accordance with….with changes. Contractor shall provide transportation from the following sites…or other locations as directed. The question is: do you mean “to and from”? and secondly, does this mean price under CLIN 0004 based on the offeror’s depot facility location, or from Melbourne, FL? If from Melbourne FL, who bears the cost from Melbourne to the offeror’s depot facility??

· Under which CLIN are modifications charged?

Dept of State response – CLIN’s x002 and x003.

· Under which CLIN are spares charged?

Dept of State response – Spares will not be required.

· The current Solicitation shows CLIN 002 as Cost Plus Fixed Fee. Is this correct or should it be T&M?

Dept of State response –Cost Plus Fixed Fee .

· If CLIN 002 is Cost Plus Fixed Fee, what scope do you require to be priced with our proposal?

Dept of State response – proposals should include indirect rates, fixed hourly labor rates, material handling fees and fixed fee.

· Is it to be understood that the contractor is required to go out into the field and prepare a non-flyable helicopter for shipment and make all arrangements to ship it to the depot?

Dept of State response –no, The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· If so, each event will have multiple variables. How does the government expect the contractor to establish a FFP for these events?

Dept of State response – The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· According to CLIN 004, the contractor will provide air/surface transportation as needed to accomplish the necessary maintenance repair. Will the U.S. military limit commercial surface and/or air transport in the theater of operations?

Dept of State response – Movements have not been previously limited. The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· The latest Solicitation contains CLIN’s 004 through 004AI. Which of these CLIN’s does the Gov’t require to be priced with our proposal? What is the definition of CLIN 004 without the sub CLIN’s from a pricing point of view? How would one price CLIN 004AI?

Dept of State response – The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility. No pricing required for x clins x004AI.

· Can you please advise us if the State Department is looking to lease or purchased this aircraft as it is a critical part to our estimating.

Dept of State response –aircraft are owned by Dept of State.

· Could you please clarify the proposal submission date for the UH-1 PDM. The solicitation indicates 09/02/2011 as the submission date, however the Industry day notes indicate the proposal submission date to be August 31, 2011. Could you please clarify the submission date?

Dept of State response –proposals are due Sept 2, 2011. Responses to industry questions and clarifications will be posted August 18, 2011.

· CLIN 0002 – Both Section C and the SOW state CLIN 0002 is Cost Plus Fixed Fee. The DoS answers to industry questions state CLIN 0002 is time and material. Will a revision to the solicitation be issued?

Dept of State response – No, will remain Cost Plus Fixed Fee.

· CLIN 0003 – Is over and above material to be charged to CLIN 0003? If not, where will it be charged? And can material be charged in accordance with FAR 52.216-7?

Dept of State response –Over and above material will be charged to clin x002 following identification by the contractor and approval by DoS.

· CLIN 0003 – Is the contractor to propose a fixed hourly rate for labor over and above? How will this be evaluated, i.e. is there a BEQ for expected labor hours?

Dept of State response –yes, FFP hourly labor rates. No BEQ for expected labor hours.

· CLIN 0004 – Is the contractor to propose only the fixed-fee? If so, is the fixed-fee presented as a percentage of costs or a fixed dollar amount per delivery? How will CLIN 0004 be evaluated?

Dept of State response – No, not only the fixed fee. The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· CLIN 0007 – The Section C, “Description/Specifications/Statement of Work” requests a separate rate for each location listed, but Section B provides only one price blank – should the contractor provide separate rates for each of the nine locations listed in CLIN 0004 or quote only one rate?

Dept of State response –proposals should include separate rates for each location.

· Does DoS have any special requirements for the CD proposal copy, for example, is a “PDF” file acceptable, or do they require a Word document?

Dept of State response –PDF or Word is acceptable. Pricing should also be in Excel format.

· Can the DoS provide how it will evaluate other than UH-1 and OEM experience? For example how many points would be given for experience on other than Bell rotary wing aircraft?

Dept of State response –As stated in section M Evaluation Factors for Award, Other OEM receives 0 points.

· Will the DoS provide points for experience on non-rotary wing ACI experience? If so, how many points will be given?

Dept of State response – As stated in section M Evaluation Factors for Award, Other OEM receives 0 points.

· Many questions in the Q&A document (for example top two questions on the second page of Q &A) indicate that the contractor is responsible for transportation of aircraft only from Melbourne FL to the contractor’s facilities. However the formal RFP, CLIN 0004, subclins include Melbourne (004AF) as well as other sites.

· Should 0004AF (and related option CLIN’s) be bid FFP vis RFP instructions for CPFF?

· Should all the other subclins (0004AA, AB…..AI) be left blank, that is not propose a price at all, but rather left TBD for pricing based upon Government request as the situation arises? If not exactly what should be priced in the proposal for these subclins?

Dept of State response – The contractor should propose transportation: (1) to and from Melbourne, FL and depot facility (FFP clins x004AF) and (2) to and from other locations listed to Melbourne, Fl (CPFF). Dept of State support services contractors will assist with preparation of aircraft for transportation for all locations. There will be no assistance from military transports. All aircraft shall pass thru Melbourne, FL. Support services contractors will have aircraft transportation ready. Contractor will be responsible for loading aircraft for transporting to and from Depot Facility.

· CLIN’s 0002; 0003; 0008 and 0009 (and related option CLINs) are all other than FFP. No real estimates for what any of these might cost are possible prior to CLIN 0001 work being started. We presume that no pricing need be inserted for these CLINs in the proposal. Please concur; or if this presumption is incorrect please provide instructions

Dept of State response –clin’s x002 and x003 should include FFP hourly labor rates, indirect rates, material handling rates and fixed fees.

· Ref: SOW page 2 (Note that the SOW attachment to the RFP has no page numbers or paragraph numbers and that our questions refer to page numbers in the order printed): Third paragraph (single line) indicates that “Technical Directives and Modifications” are included in the ACI CLIN 0001 work. However, we presume “Modifications”, per direction from the COR and Contracting Officer, should be included in CLIN’s 0002 and 0003, not under FFP CLIN 0001. Please confirm and/or clarify.

Dept of State response – Modifications, when authorized, shall be charged to CLIN x002.

· Ref: SOW page 2: Fourth paragraph calls for “replacement of time change components….at specified “replacement intervals”. Please specify the required intervals/flight hours

Dept of State response – Replacement intervals vary by aircraft model and are specified in the appropriate maintenance manual.

· Ref: SOW page 2: Fifth paragraph calls for painting of the interior of the aircraft. Is this meant to include the cockpit only or the interior of the entire aircraft.

Dept of State response – DoS requires NVG compliant black and options of 3 exterior colors pending aircraft site location.

· Ref: SOW page 2: Seventh paragraph refers to “airworthiness”. Is this word used in the generic sense, or is it per a particular standard. As UH aircraft are military and not civil there are no FAA certificates of airworthiness for these aircraft.

Dept of State response – Although certification is not required all work shall conform to the appropriate airworthiness standards. FARs for commercial aircraft and components or military regulations for former military aircraft and components.

· Ref: SOW page 3-4: This requirement (part of ACI) states that “All previously installed repairs which do not conform to applicable SRM…shall be reworked..”. As this may not be known until after start of teardown, and may vary greatly from aircraft to aircraft, should not this work be part of CLIN 0002/0003 vis 0001?

Dept of State response –following identification by the contractor and approval by DoS, these will be charged to clin’s x002, x003.

· Ref: SOW page 4: Please define “minor defects not normally inspected by organizational maintenance”.

Dept of State response – This refers to defects hidden from field level maintenance activities for example under riveted floorboards or under fuel tanks.

· Ref: SOW page 5, Aircraft Records Maintenance: In case of conflict between PAM 738-751 and AC 43.9 which takes precedence?

Dept of State response – DAPAM 738-751

· Ref: SOW page 7, For structural repairs of a “major nature…” we presume the work would be under CLIN’s 0002/0003, vis CLIN 0001. Please confirm or clarify.

Dept of State response – following identification by the contractor and approval by DoS, these will be charged to clin’s x002, x003.

· Ref: SOW page 8: Are component inspections of the entire flight control system required in CLIN 0001?

Dept of State response – Yes.

· Ref: SOW page 11: The SOW states that “Aircraft Phase Inspection shall be completed during the ACI inspection”. Presume this means that this inspection is for the next scheduled Phase (150 hours) only. Please confirm or clarify.

Dept of State response – ACI shall include the entire phase inspection cycle for each aircraft model. Phase Inspections 1 through 6 shall be accomplished during the ACI for UH-1H models; 300 hour phase inspections for UH-1ST and Huey II; 200 hour phase inspections for UH-1N.

· Ref: SOW page 12: Is the fuel cost for the check flight included in the FFP of CLIN 0001?

Dept of State response – Yes.

· Ref: SOW page 12: Please provide definition of “high time” as referred to in the Aircraft Record Analysis section.

Dept of State response – High time components are those that will become due for replacement during or prior to the first post-ACI phase inspection.

· Ref: SOW page 18: Assume “AIRCRAFT MODIFICATIONS” are to be part of CLIN 0002/0003, not part of CLIN 0001. Please confirm.

Dept of State response – following identification by the contractor and approval by DoS, these will be charged to clin’s x002, x003.

· Required delivery schedule (Solicitation pg 23) states 24 aircraft within 360 days ARO and that offerors who propose deliveries outside this period will be rejected as nonresponsive. Given the high variability of aircraft input condition (status of modifications, existing faults, level of damage, etc.), turn-around time to execute transportation, inspections, overhaul and repair, possible modifications, parts replacement, and delivery could vary from several months to many months. If one includes the repairs, modifications and parts replacement lead times, the schedule for each aircraft will be sufficiently long to require multiple production lines (many aircraft in work at the same time) to meet the “24 aircraft in 360 days” requirement.

Please clarify whether either of the following would fail to meet the required delivery schedule:

a. 24 aircraft STARTED in one year with each aircraft completed within one year of its delivery order award; or,

b. 24 aircraft EXCLUDING modifications or over and above repair completed within one year of a single award.

· CLINs 0003, Options 1003, 2003, 3003, and 4003, Over & Above Labor: Price requested as LT for Qty of 1; however, the description states that it is a T&M CLIN. Would it not be more appropriate to price the CLIN as HR (hourly rate) for Qty of 1, as it is impossible to estimate the total O&A for the various aircraft types and efforts required?

Dept of State response –proposal should include FFP hourly labor rates.

· CLIN 0002, Options 1002, 2002, 3002, and 4002--Vendor Repair of Government Furnished Property: Is this CLIN for the material and other direct costs required to complete the Over-and-Above repairs (CLIN 0003)? If yes, will CLIN 0002 be priced in this proposal or priced as required after award? If priced in this proposal, what is the basis? Please clarify.

Dept of State response – proposals should include indirect rates, FFP hourly labor rates, material handling rates and fixed fee.

· Reference Industry Questions and Responses Document dated 7/22/11, DoS response to industry questions and clarifications from solicitation SAQMMA11R0173. Are these applicable to the current RFP? These responses site a different solicitation number and seem to conflict with the current RFP and Huey Depot spec. Assumption is that the responses or changes from the 7/22/11 document were input into the RFP SAQMMA11R0337, dated 08/02/11 and to the Huey Depot Spec dated 7/27/11, but there are responses that seem to conflict with these documents. Please clarify.

Dept of State response –Pre-solicitation SAQMMA11R0178 for market research sought industry input, comments, questions, clarifications. SAQMMA11R0337 is the resulting solicitation in response to inputs and consideration of requirements.

· Will “washouts” [components beyond economical repair (BER)] be replaced with GFP?

Dept of State response – No.

· The response to SQMMAR0178 questions regarding transportation of aircraft indicated contractor would provide transportation from Melbourne, FL . On current RFQ, Supplies and Services, the CLINS for transportation require cost from Contractors to deliver aircraft to overseas sites. On page 19, Air/Surface Transportation CLIN descriptions, it indicates contractor shall provide transportation from the site to the depot facility. Does DOS-INL/A require to the contractor to transport to and from the various DoS-INL/A sites? Please clarify.

The second paragraph indicates an acceptance test flight will be conducted no more than 30 days prior to delivery and that it will be a joint flight between delivering activities and the rework activity. Does DoS-INL/A intend for rework activity (Contractor) to send a person to perform the joint flight to every site for every aircraft designated for induction to the program no less than 30 days prior to induction? The clarification goes back to question 1 and 2 above in regards to where and when the contractor first touches the aircraft and where and when the aircraft are delivered.

· Will DoS-INL/A assist with travel arrangements and/or theatre clearances for travel to countries such as IRAQ and Afghanistan?

· Monthly Progress Reports. Section V SOW indicates a preference for Aircraft Maintenance History Reports to be submitted electronically. Does DoS-INL/A have a preference for hard copy or electronic copy for other reports such as Monthly Progress Reports?

· List of publications does not include Phase Maintenance Checklists for UH-1N/ST, UH-1H and Huey II. While the UH-1 Phase maintenance checklist is readily available, Phase Checklist for Huey II and UH-1N/ST are not. We are also sure mission requirements have driven modifications to any version of the original Phase Inspection Checklists. Can DoS-INL/A provide copies of its version of Phase checklists for each of the UH-1 series aircraft?

· Have all aircraft been upgraded to Commercial versions PT6-3 series from the T400 series or is the fleet currently mixed?

· Is the drive train for UH-1N/ST common to the Huey II, still UH-1N, or mixed?

· SOW, Aircraft Interior (preparation and painting), while Army Manuals specify painting aircraft interiors that will result in NVG compatibility, some aspects of painting may result in non-NVG compatibility. Recommend cockpit to be NVG compatible when finished as a specification.

· CLIN 0001 ACI

The SOW states the possibility of DoS-directed modifications to be performed under or during the CLIN 0001 Aircraft Condition Inspection. Several mods were listed as examples in the SOW.

Should offerors, in their proposal submittals, provide and respond to technical capabilities (and /or pricing) for any of the example mods listed?

If directed to perform any of these mods, would they be charged under CLIN 0003?

· CLIN 0004 TRANSPORTATION

Our understanding is the contractor shall provide transportation from the following sites (Islamabad, Kabul, etc….) to the (contractor) depot facility. CLIN 0004 references TM 55-1520-242-S (Preparation for Shipment of UH-1/EH-1 Helicopters) which in turn refers to C-5 and C-141 aircraft transport.

· Does the DoS intend solely for the contractor to provide commercial-carrier transportation from the OCONUS sites or will there be assistance from military aircraft transports?

· If commercial, can helicopters be delivered directly to contractor’s depot facility or must they go through Patrick AFB (referred to as Melbourne)?

The statement of work states DoS support services contractors will assist in the preparation and loading of aircraft. Can you provide specifics regarding the extent of this assistance and more details on exactly how support (labor, etc) will be required by the offeror?

· Question - This is a FFP CLIN yet many of the tasks listed in this CLIN require maintenance and repairs that are not “aircraft condition inspection” or “phase maintenance” tasks but are “repair or replace” tasks. Discrepancies that are detected during the ACI may not be evident by initial inspection of the aircraft and aircraft maintenance documents prior to being “exposed” during the ACI and may require many labor hours and parts costs to be repaired. May the contractor assume that the costs of “fixing” discrepancies noted during the ACI that require repair or replacement before the aircraft can be returned “… to a condition which can be maintained at the field level …” can be charged to CLIN 2 or CLIN 3 as appropriate?

· The contractor shall develop a program management plan which includes schedule, costs, and risk management.

Question - May the contractor assume that this is a deliverable and not part of the proposal to be submitted to the Government?

· Maintenance Practices: All maintenance and structural repairs shall be accomplished in accordance with the applicable aircraft Structural Repair Manual, FAA Advisory Circular 43.13-1B and 2 and FAA regulations 43.3, 43.5, 43.7, 43.9, 43.13, and 145. All previously installed repairs which do not conform to applicable SRM or documented engineering approval shall be reworked to the above standards unless otherwise directed by the DoS.

· Critical Defects. All critical defects discovered as a direct result of or incidental to, compliance with ACI requirements shall be corrected in accordance with applicable documents.

· Engineering: Engineering information on all modifications engineered by the Rework Activity directed by the DoS shall be prepared in accordance with FAA and/or DoD directives with engineering drawings prepared, as required, in accordance with ASME Y.14-100 and AFI 21-402. A copy of all engineering modification/repair directives and drawings shall be forwarded to Chief of Aircraft Maintenance, DoS Office of Aviation, 1038 South Patrick Drive, Patrick AFB, FL 32925.

· Question - For purposes of meeting the proposed schedule for the conduct of an ACI, may the contractor assume that the “clock” starts when the aircraft arrives at the depot facility and ends when the ACI is completed?
