DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Human Resources – HR; Group A

C.1 BACKGROUND

The Foreign Service Institute (FSI) is the Federal Government’s primary training institution for officers and support personnel of the U.S. foreign affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in Washington. At the George P. Schultz National Foreign Affairs Training Center (NFATC), in Arlington Virginia the FSI provides more than 450 courses -- including some 70 foreign languages -- to more than 50,000 enrollees a year from State Department and more than 40 other government agencies and the military service.

The Institute’s programs include training for the professional development of Foreign Service administrative, consular, economic/commercial, political, and public diplomacy officers; for specialists in the fields of information management, office management, security, and medical practitioners and nurses; as well as for Foreign Service Nationals who work at U.S. posts around the world; and for Civil Service employees of the State Department and other agencies. Ranging in length from a half-day to 2 years, courses are designed to promote successful performance in each professional assignment, to ease the adjustment to other countries and cultures, and to enhance the leadership and management capabilities of the U.S. foreign affairs community. Other courses and services help family members prepare for the demands of a mobile lifestyle and living abroad. FSI has one program available to the general public. Recently FSI has worked with the Overseas Security Advisory Council (OSAC) to make security awareness training available to U.S. private business members that operate overseas.

Additionally, Foreign Service Employees and their families are medically evacuated (medivaced) to the Washington D.C. area when in need of critical medical services not available in their country of residence. There stays may range from as short as a few days to as long as several months. Some of these employees may be recovering from operations and may require facilities with handicap access. Depending on family situation and the hospitals chosen, medical evacuees may request housing in other neighborhoods in the D.C. area further afield of the two training centers listed above.

C.2 PURPOSE

The purpose of this contract is to obtain long/short term (temporary) housing for Government personnel assigned to training at the FSI. The housing provided must at a fixed daily rate, at a minimum of 45% below current U.S. Government lodging per diem rates in the Arlington VA/Washington, DC area. Length of stay may vary from 1 night to 365 nights.

The expected outcomes of this contract is to reduce the financial burden on families and individuals who are in long-term training at FSI and provide quality temporary housing at the best possible price. This program will eliminate the financial disincentive to training that would otherwise accompany a lengthy training program.

Diplomatic Security – DS; Group B

C.1.1 BACKGROUND

The Diplomatic Security Training Center (DSTC) is an accredited training academy that develops, and delivers courses to security professionals and other American diplomatic officers who directly support the Department of State's overseas Security programs. The Training Center’s mission is to provide a diverse, well-led, and trained workforce for the Bureau of Diplomatic Security personnel, Department of State employees, other Federal law enforcement personnel, and to other extended foreign affairs agencies. The Office of Training and Performance Standards (TPS), which falls under the Diplomatic Security Service's Training Directorate of the State Department, coordinates professional training for Special Agents, Security Engineering Officers, Marine Security Guards, Construction Security Technicians, Seabees and Cleared American Guards. Our instructors prepare American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in Washington.

At the DSTC in Dunn Loring, Virginia, the Academy Training Center provides training to more than 3500 enrollees a year from State Department and other government agencies and the military service. The TPS trains from three main locations in the United States: Dunn Loring, VA, (DS Training Center); Newington, VA (Firearms Range and Technical Training Annex); and Summit Point, WV (BSR Contract Facility, includes driver training, IED Demo Range) and stays may range from as short as a few days to as long as several months. Depending on training locations, DS employees may request housing in other neighborhoods in the D.C. area closer of the two training centers listed above.

C 2.1 PURPOSE

The purpose of this contract is to obtain a long and short term solution for lodging with shuttle services for Government personnel assigned to train at the DSTC.
