Responses to Question Received on 08 July 2008
1. We understand that the contractor is to provide certain pricing information in B-4, to include rate per hour and total extended amounts. It appears that your intent is for B.4 to be completed using the exact specified hours per labor category and the contractors’ desired labor rates per hour to calculate the “extended pricing”. We would like to confirm that this is the Department's intent (i.e., all offerors complete Section B.4 using the specified hours per labor category provided in the revised RFP Section B.4).
Include proposed, i.e., labor hour rate by labor category and then include total amount. For example, Partner/Principal 2,700 hours, rate desired - proposed $2.00 per hour, Amount $5,400.
2. In addition, for non-audit specialists, it is unclear whether the contractor is to calculate an extended amount for the specialists using the specified specialist hours and the contractor’s rate per hour for non-audit specialists or whether contractors are to use the specified extended amounts that are already included in Section B.4 of the revised RFP (i.e., $25,000 in base year and $50,000 in option years).
So that all proposals can be evaluated consistently, for the completion of Section B.4, should the contractor insert our requested specialist rate per hour and extend the total amount by the specified specialist hours (i.e., 2,000 hours in the base year and 1,500 hours in the option years), therefore ignoring the stated extended amounts (i.e.,, $25,000 and $50,000) currently provided in the RFP?
Follow the approach as discussed above under audit specialists. The proposed contract will be a labor hour contract. Thus, the proposed labor hour rate is the critical amount when the Department compares the costs of individual proposals.
Laobr hours performed under the contract will likely vary from the hours stated in the request for proposals.
3.
