DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 375TH AIR MOBILITY WING (AMC)

SCOTT AIR FORCE BASE ILLINOIS

HELP FROM ABOVE

20 September 2024

MEMORANDUM FOR ALL SMALL BUSINESS CONTRACTORS

FROM: 375 Contracting Squadron (CONS), Scott AFB, IL

SUBJECT: Simplified Acquisition Proposal Request (SAPR), FA440724RGS05, Catholic Music Coordinator

1. This is a SAPR for the Subject project to be awarded pursuant to Federal Acquisition Regulation (FAR) 13 and the specific requirement outlined in this request with attachments. The SAPR is for one Catholic Music Coordinator who can accompany, lead, and direct all congregational, instrumental, and choral singing for Catholic Masses on Sundays, Holy Days, and special services on Scott AFB as specified in the Statement of Work (SOW). Period of Performance is anticipated to begin in September 2024. The Government intends to award a single, firm-fixed-price (FFP) contract for the subject project. The North American Industry Classification System (NAICS) code for this requirement is 813110, Religious Organizations, with a Small Business Size Standard of $13M.

2. Award will be made on the basis of the lowest aggregate total price quote that is technically acceptable. A purchase order may be awarded to the offerer who is deemed responsible IAW FAR Subpart 9.1, as supplemented, whose quote conforms to the solicitation requirements and is judged to represent a technically acceptable quote with the lowest complete and reasonable price.

First, the Government will rank the quotes which conform to the requirements from lowest price to highest price. Next, the Government will evaluate the lowest priced offerer for technical acceptability as follows:

Technically Acceptable- quote meets all the requirements of the SAPR and its attachments.

Technically Unacceptable- quote does not meet all the requirements of this SAPR and its attachments.

If the quote with the lowest price is determined technically acceptable, the Government will evaluate the offeror’s total aggregate price for completeness, reasonableness, and unbalanced pricing. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).

If the lowest priced quote is technically acceptable and the price is complete and reasonable, that offeror’s quote represents the best value to the Government and award will be made to that offerer. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that offerer. If, after interchanges with that offerer, their quote is technically acceptable and remains the lowest priced, the delivery order will be awarded to that offerer. If the Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the next lowest priced quote will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated.

Proposals shall include specific information identifying how your company meets the qualifications and performance standards in the Statement of Work, to include qualifications of proposed candidate(s).

Proposal submissions shall, at a minimum, include:

1. Technical Volume, not to exceed 10 pages

OCI mitigation plans or a statement that no OCI exists shall accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.

5. Your proposal must include a cover letter stating a proposal acceptance period of at least 90 days. Proposals offering less than 90 days will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, specific point of contact (POC), business size standard, CAGE, and UEI.

6. This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal.
