About this file

This is a Non-Competitive Procurement Justification Memorandum for a sole source acquisition under the simplified acquisition threshold.

The Naval Surface Warfare Center, Carderock Division (NSWCCD) is procuring engineering services from Stein Seals Company (SSC), located at 1500 Industrial Blvd, Kulpsville, PA 19443-0316, to support a U.S. Navy-led effort to design a submarine main shaft seal (MSS). The requirement includes comprehensive technical evaluation of the MSS design through preliminary adequacy assessments involving engineering calculations and numerical simulations, supplemented by a white paper documenting lessons learned from over 70 years of experience in seal design, testing, and manufacturing. The estimated contract value falls within the simplified acquisition threshold, with an expected performance period of 12 months following the SAP (Schedule of Availability for Purchase) contract award.

The justification for sole source procurement is based on SSC's uniquely demonstrated capabilities. A market survey conducted via Request for Information N0016725RSEAL yielded three responses: Stein Seal, Cogitic Corp, and Defense Maritime Solutions, Inc. While all respondents demonstrated manufacturing competency, only SSC exhibited the specific advanced analytical capabilities required for this theoretical evaluation task. SSC possesses proprietary analytical software for coupled hydrodynamic, thermal, and structural analysis; specialized expertise as an industry leader in seal design and analysis; and directly relevant experience in high-speed, high-pressure seals for naval, aerospace, and power plant applications. The Government's need is specifically for deep engineering analysis rather than manufacturing, requiring in-house capability to model complex fluid and rotor dynamics. The Contracting Officer, Sydney Melvina McDonald-Johnson, approved this sole source procurement on July 7, 2026.

3. Other Reasons.

The nature of this acquisition requires the use of a contractor with a highly specialized and unique combination of proprietary analytical tools, deep engineering expertise in hydrodynamic sealing technology, and direct experience with flexible seal design. A market survey was conducted via request for information N0016725RSEAL, and responses were received from Stein Seal, Cogitic Corp. (Cogitic), and Defense Maritime Solutions, Inc (DMS). While all respondents are capable manufacturers, only Stein Seal demonstrated the specific, advanced analytical capabilities required for this theoretical evaluation task.

The Government's need is not for manufacturing, but for a deep engineering analysis of a complex design, requiring a contractor to have an established, in-house capability to model complex fluid and rotor dynamics. SSC is uniquely qualified due to the following:

Proprietary Analytical Tools: SSC has developed and extensively validated proprietary software for the coupled analysis of hydrodynamic films, thermal effects, and structural mechanics in high-performance seals. This integrated analytical capability is not commercially available and is essential for accurately evaluating the performance of complex Navy design.

Specialized Expertise in Seals: SSC is a recognized industry leader in the design and analysis of seals.

Their RFI provides feedback in their experience in hydrodynamic seal components. This expertise is critical for understanding the nuanced behavior of the seal-shaft system and is a unique capability not demonstrated by other RFI respondents. Cogitic and DMS, while competent manufacturers, demonstrated expertise in build-to-print manufacturing and general engineering, not this specific, advanced analytical discipline.

Directly Relevant Experience: SSC's corporate overview and RFI response showcase extensive experience in designing and analyzing high-speed, high-pressure seals for critical applications (e.g.,
