About this file
This is a USCG Justification for Other Than Full and Open Competition (JOFOC) for Simplified Acquisition Procedures requesting approval to procure a Tilt-A-Way hydraulic pivot gate with accessories from Ideal Manufacturing in Billings, MT for $45K. The gate will secure the entrance to USCG Base Astoria & Air Station Astoria against unauthorized access.
The justification cites FAR 5.102(a)(6), FAR 11.105, and FAR 13.106-1(b)(1) for brand name justification, supported by market research including a successful implementation at AIRSTA Sitka. The Tilt-A-Way gate offers unique features not available from competitors Autogate and TyMetal, including: balanced swing motion requiring only 15 pounds of manual pressure during power outages, simple mechanical system with minimal maintenance, 2900 daily cycle capability, universal access control compatibility, and operation in extreme conditions (-70°F and 100 MPH winds). The contracting officer will determine fair and reasonable pricing through market research. The technical POC signed on 02DEC2024.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
Title 49 Part 1542 – AIRPORT SECURITY Subpart B – General requirements. (a) No person may operate an airport subject to 1542.103 unless it adopts and carries out a security program that – (1) Provides for the safety and security of persons and property on an aircraft operating in air transportation or interstate air transportation against an act of criminal violence, aircraft piracy and the introduction of an unauthorized weapon, explosive, or incendiary onto an aircraft. Part 1542 & 1542.201(b)(1) Each airport operator required to establish a secured area must prevent and detect the unauthorized entry, presence, and movement of individuals and ground vehicles into and within the secured area by doing the following: establish and carry out measures for controlling entry to secured areas of the air operations area (AOA). Base Astoria supports base security for AIRSTA Astoria which shares an active airport, AOA, with Port of Astoria governed by TSA and 49 CFR 1542, sharing responsibility of security.
Extensive market research was conducted using both Government and commercial sources. I conducted a 20 minute interview with CWO Justin Critcher, the Facility Engineer at AIRSTA Sitka in AK. For 5 years Sitka has used a tilt-a-way hydraulic vertical pivot gate and CWO Critcher reported no issues with it, and that it’s monthly maintenance was minimal. Commercially I conducted online research with both manufacturers and gate distributors. There are only 3 manufacturers of vertical pivot gates: Tilt-a-way, Autogate, and TyMetal.
The Tilt-A-Way gate has the following unique characteristics that other brands do not and cannot provide:
• Gate is balanced through the full swing range of motion, meaning that during a power outage it requires only 15 pounds of pressure to manually open.
• Mechanically simple system with only 2 springs and 2 cables
• Requires minimal maintenance with only 3 bearings to grease
• Model is tested by manufacturer and verified capable of 2900 open/close cycles per day
• System has a control board that is compatible with any existing access control.
• System operation in conditions to -70 deg F and 100 MPH wind shear.
• Single pivot operation with 2-1/2” by 38” stroke hydraulic cylinder with 1-3/8” diameter rod
Furthermore, the Autogate and TyMetal vertical pivot gates are entirely electrically driven and don’t include hydraulic components. This creates a serious security vulnerabilities; an intruder with a forklift or tire jack could lift the gate from the bottom and then slip underneath. It also make the gate extremely difficult to operate in the event of a power outage, which is frequent in the coastal Pacific North West region during storm season.
