About this file
This is a Simplified Acquisition Procedures (SAP) Commercial Item Single Source Justification for a federal contract opportunity issued by the Transportation Security Administration (TSA).
The TSA's Real Estate Management Division and Contracting and Procurement seek to award a Firm Fixed Price (FFP) Purchase Order to Action Target, Inc. for the repair of the firing range at the Transportation Security Administration Training Center (TSATC) in Egg Harbor Township, New Jersey. The estimated contract value is $246,907.99, with a 90-day performance period from the date of award. The procurement request number is PR267670A091 and the tracking number is JA2026-01-1414. This acquisition is conducted under FAR Part 12 and qualifies as a commercial item procurement. The contractor is being selected as a sole source because Action Target, Inc. is the original equipment manufacturer and installer of the proprietary firing range target control equipment currently in use at TSATC, and no other commercial sources are authorized to provide compatible components and services.
The scope of work includes five primary tasks: (1) complete disassembly, overhaul, and replacement of auger components in Range A/Building 291C; (2) relocation and replacement of control and target systems for 18 firing positions in Range A/Building 291C; (3) relocation and replacement of control systems in Range B/Building 291D; (4) replacement of hopper systems and pneumatic tubing for bullet collection in Ranges 1, 2, and 3/Buildings 291F, G, and H; and (5) operation and function checks with familiarization training for Range Master personnel. The justification cites the proprietary nature of the equipment, lack of commercial off-the-shelf (COTS) replacements, need for standardization across TSA ranges, and the requirement for parts interchangeability as rationale for single-source procurement. The Contracting Officer (Michael Capovilla) and Technical Requirements Personnel (John Nugent) provided certification and approval on September 17, 2026.

While disassembled, the Contractor shall determine if any devices are determined to be beyond maintenance actions, repair by replacement actions may be required and shall be coordinated with the Contracting Officer’s Representative (COR) and the Contracting Officer (CO) as supplemental work within scope. The Contractor shall submit a request for equitable adjustment for the Government’s consideration. Any such repair by replacement will be incorporated into the purchase order via a bilateral contract modification before work is authorized by the CO.
Task 2: Range A / 291C (Controls and Targets Systems):
The Contractor shall relocate all required controls from air compressor shed (Building 291O) and relocate inside of control tower (Range A / Building 291C). All newly installed components shall be within the existing control tower
SAP Commercial Item Single Source Justification infrastructure in a manner that does not negatively impact TSA range operations. If concerns exist, the Contractor shall communicate directly with the Contracting Officer Representative (COR). At no time shall any newly installed materials block personnel, vehicular, and equipment paths. The Contractor shall replace with new all required components of the existing target system for the eighteen (18) firing positions. The newly installed devices shall match the equipment already in operations at the TSA Training Center. Once installed the contractor shall ensure all targets are calibrated, synchronize, and sequenced properly and react uniformly upon activation of control command. The contractor shall ensure that all installed equipment, including pneumatic tubing, integrates seamlessly with current systems and that all targets move in unison without lag or desynchronization following installation.
Task 3: Range B / Building 291D (Controls):
The Contractor shall relocate all required controls from air compressor shed (Building 291O) and relocate inside of control tower (Range A / Building 291C). All newly installed components shall be within the existing control tower infrastructure in a manner that does not negatively impact TSA range operations. If concerns exist, the Contractor shall communicate directly with the Contracting Officer Representative (COR). At no time shall any newly installed materials block personnel, vehicular, and equipment paths. The Contractor shall replace with new all required components of the existing target system for all target devices.
Task 4: Ranges 1, 2, and 3 / Building 291F, G, and H (Target Systems):

The total estimated value for this requirement is $246,901.99.
SECTION IV: Identification of the Single Source Justification
Only one source is capable of responding due to the unique or specialized nature of the work.
Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.
An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.
A licensing agreement is required as a part of this purchase order, which is available from only one source.
SECTION V: Description of Rationale The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) implemented by the FAR Subpart 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.
Action Target, Inc. is the Original Equipment Manufacturer (OEM) and installer of turnkey indoor and outdoor firing range equipment at the Transportation Security Administration Training Center (TSATC) in Egg Harbor Township, NJ, as well as other TSA operated ranges. This equipment is already proprietary and highly specialized and has been customized and modified for FAMS training use. No other commercial sources are authorized to provide the OEM’s system and components, and TSA cannot replace the existing equipment without substantial duplication of costs to include updating existing infrastructure and systems. The material or service must be compatible in all aspects (form, fit, and function) with the existing systems presently installed. Standardization across TSA ranges is for the benefit of training and staff consistency, interoperability, environmental, safety and liability concerns. The use of a different Contractor for this procurement would result in very high risk to TSA as there are no other commercial off the shelf (COTS) replacements for the components needing repair and replacement. Components and other system parts provided under this procurement need to remain interchangeable across all TSA operated ranges to maintain the Government’s ability to interchange parts between ranges during any given training event. In addition, Action Target parts are customized and installed by the OEM for TSA and FAMS program specific needs and mission parameters.
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value No OEM warranties are currently in effect. However, the use of an alternate Contractor and their custom engineered repair to Action Target’s equipment would be significantly costlier to the Government and could have a detrimental effect resulting in failure of range systems, poor performance of the system equipment using non-compatible/non-standard components, and a longer repair time of the custom parts in the future. These combined could result in range downtime, longer repair times, serious injuries to staff, extended delays to the FAMS training schedule, and higher repair costs. For these reasons, the Government requires a turn-key repair of the firing range target systems through Action Target.
41 U.S.C. § 3304(a)(1) as implemented by FAR 6.302-1(A)(ii)(A) or (B) states that circumstances permitting other than full and open competition include situations that would cause “substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency’s requirements.”
SECTION VII: Market Research Description Market research online via search engines and SAM.gov, yielded several commercial entities offering firing range systems with both target and lead retrieval components. However, none openly provided customizable and interchangeable target or replacement parts and components to support the Action Target infrastructure currently installed at the TSATC. The proprietary nature of the software utilized and control boards installed precludes engagement with other Contractors for the repairs necessary.
SECTION VIII: Contracting Officer Certification I certify that this information is accurate and complete to the best of my knowledge and belief.
