About this file

This is a Simplified Acquisition Procedures (SAP) Commercial Item Single Source Justification for a bridge purchase order issued by the Transportation Security Administration (TSA).

TSA seeks to award a 60-day sole source purchase order to The Building People, LLC for continued Operations and Maintenance (O&M) services at two mission-critical facilities: the TSA Systems Integration Facility (TSIF) in Arlington, VA (128,000 sq. ft.) and the Freedom Center in Herndon, VA (104,014 rentable sq. ft.). The services include program management, mechanical services, electrical services, plumbing services, housekeeping, equipment and systems testing/inspections, preventive and predictive maintenance, corrective maintenance/repair, and 24/7 emergency services. The estimated contract value is $498,445.90 under a Firm Fixed Price (FFP) and Time-and-Material (T&M) hybrid pricing structure. The period of performance is May 10, 2026 through July 9, 2026, funded in Fiscal Year 2026. The sole source justification is based on the unique and specialized nature of the work, as The Building People is fully vetted and possesses the required subject matter expertise. This bridge order is necessary to prevent service disruption while TSA transitions the requirement to SourceAmerica under the mandatory AbilityOne Program, which TSA anticipates awarding on June 19, 2026. Multiple appropriations lapses during FY2026 prevented timely execution of the follow-on task order. The Contracting Officer will evaluate proposed prices against historical prices paid for the same services in accordance with FAR Subpart 13.106-3. Michael Capovilla (Contracting Officer) and Jocelyn Montesa (Program Manager/Technical Requirements Personnel) have provided certifications and approvals.

SAP Commercial Item Single Source Justification

SECTION III: Description of Supplies or Services The Transportation Security Administration System Integration Facility (TSIF) is located in Arlington, VA at the Reagan Washington National Airport. It is a 128,000 sq. ft. two-story building with three elevators. The TSIF building was purchased by the TSA in October 2010 from the United States Postal Office and resides on Metropolitan Washington Airport Authority (MWAA) property. The O&M of the building infrastructure (exterior façade, windows, and roof), parking lot paving/striping, ground floor baggage handling equipment and sidewalk maintenance (excluding snow removal) is managed by the Building Property Manager and is excluded from the scope of this Task Order.

The Freedom Center is housed in Herndon, VA and consists of 104,014 rentable / 103,502 usable (BOMA) sq. ft. in a single-story building. The Freedom Center (FC) was established in response to the direction provided by the became operational in July 2003 and serves as the 24 hours a day/7 day a week coordination center for transportation security-related operations, incidents, or crises for TSA within the Department of Homeland Security. The Freedom Center correlates and fuses real-time intelligence and operational information, ensuring unity of command and action in the prevention of, and response to, terrorist-related incidents across all transportation modes (maritime, land, and aviation).

This requirement is for complete Operations and Maintenance (O&M) services of the above referenced facilities, including program management, mechanical services, electrical services, and plumbing services. The contractor must provide management, supervision, labor, materials, equipment and supplies to ensure satisfactory operation of these mission critical facilities.

SECTION IV: Identification of the Single Source Justification

Only one source is capable of responding due to the unique or specialized nature of the work.

Brand Name Only.

solution.

An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.

A licensing agreement is required as a part of this purchase order, which is available from only one source.

SECTION V: Description of Rationale TSA requires additional time to solicit and award a new contract for this requirement but was unable to facilitate this process in a timely manner due to multiple lapses in appropriations during Fiscal Year 2026 (i.e., 10/1/2025 11/12/2025, 1/31/2026 2/3/2026, and 2/14/2026 4/30/2026). At the end of Fiscal Year 2025, TSA was refining the requirements for the recompete and assembling the necessary documentation; however, this process was severely delayed due to staff furloughs and the resulting administrative backlog.

Following the first lapse in appropriations in FY2026, the Government met with SourceAmerica and determined that this requirement could be fulfilled through the mandatory AbilityOne program. The regulatory process to add requirements to the AbilityOne Procurement List takes approximately 12 to 15 months. To prevent a break in service during this transition, TSA will award a 12-month sole source contract to SourceAmerica under their Federal Supply Schedule. However, the second and third lapses in appropriations further impacted the

-month sole source contract in a timely manner. At this time, the Government anticipates awarding the follow-on Task Order to SourceAmerica on 6/19/2026.

This requirement is considered mission critical as it provides Operations and Maintenance (O&M) support to the Freedom Center, a mission critical facility. Established in accordance with the National Strategy for Combating coordination center for transportation security-related operations, incidents, and crises within the Department of Homeland Security. At this time, The Building People is the only vendor capable of providing the necessary supplies and services, as they are fully vetted and possess the subject matter expertise required to mitigate operational disruptions.

SECTION VI:

TSA proposes to issue a 60-day sole source purchase order to The Building People to prevent a break in services while the follow-on Task Order is awarded. The Contracting Officer will evaluate the proposed prices in accordance with FAR Subpart 13.106-3, comparing them to historical prices paid by the Government for the same services.

SECTION VII: Market Research Description An analysis of the market indicates that other commercial firms possess technical capabilities to meet the

In accordance with FAR 8.002, the AbilityOne Program is a mandatory source for consideration, and competition is not applicable for requirements identified on the AbilityOne Procurement List.

The Contracting Officer determined that a qualified AbilityOne Non-Profit would be able to successfully meet complete O&M services.

The purpose of this procurement is to mitigate a break in service while TSA fully transitioning the requirement to the AbilityOne Program. Due to multiple lapses in appropriations, there is insufficient time to award the follow-on or to compete a bridge contract. Selecting another contractor for such a short period would require recruiting, hiring, and training personnel, resulting in duplicative start-up costs and potential delays in performance that could significantly disrupt Government operations.

Therefore, TSA intends to issue a sole source Purchase Order to The Building People for a period of 60 days to ensure uninterrupted services while the follow-on Task Order is awarded to SourceAmerica.
