About this file

This is a Simplified Acquisition Procedures (SAP) Commercial Items Single Source Justification for the Transportation Security Administration (TSA).

TSA is awarding Purchase Order No. 70T01026P7668N002 to TMC-TeleSolv for $99,997.91 under a firm fixed-price contract for the period 5/25/2026 through 8/24/2026. The purchase order provides comprehensive real estate administrative and operations services, specifically executive support and project coordination to support TSA's ability to manage space planning, facility maintenance, construction management, and real property leasing across over 440 TSA facilities nationwide. This action is a three-month partial extension of services to mitigate a break in service while TSA recompetes the requirement under the GSA OASIS+ contract vehicle as a small business set aside under the Management and Advisory Services domain. The original task order (70T01024F7668N058) awarded to TMC-TeleSolv on 9/20/2024 expired on 2/24/2026 but was extended through 5/24/2026 due to a DHS appropriations lapse. The single source justification is based on the unique and specialized nature of the work, as TMC-TeleSolv is the only vendor fully vetted with subject matter expertise to mitigate operational disruptions. The pricing is established under the expiring DHS PACTS II strategic sourcing contracts and is considered fair and reasonable, with the contractor offering a discount from current market prices. The justification was approved by Contracting Officer Michael Capovilla and Program Manager Khiana Washington on 5/19/2026.

Simplified Acquisition Procedures (SAP) (Commercial Items, Single Source Justification

This justification template is used for single source commercial item procurements using Simplified Acquisition Procedures, from the Simplified Acquisition Threshold up to $9 million, and up to $15 million when the Head of Agency or designee determines circumstances per FAR 12.001(c).

SECTION I: Introduction In this document, citations to Revolutionary FAR Overhaul Part12 are citations specifically to Federal Acquisition Regulation (FAR) Class Deviation 25-21 R1 for FAR Part 12 which was issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025.

The Transportation Security Administration (TSA), Finance and Administration (F&A) and Contracting and Procurement (C&P) propose to solicit and issue a purchase order based on soliciting only one source.

The procurement request number is PR267668E123, and the Contracting and Procurement’s tracking number is JA- 2026-1334.

This acquisition is conducted under FAR Part 12.

SECTION II: Description of Action Being Approved Task Order No. 70T01024F7668N058 was awarded to TMC-TeleSolv on 9/20/2024 to provide comprehensive real estate administrative and operations services. This includes executive support, budgetary planning, project coordination, and business process improvement. The task order was awarded for a 5-month base period and a 12-month option, totaling a firm fixed price (FFP) value of $1,481,693.30. The task order was scheduled to expire on 2/24/2026 but was extended through 5/24/2026 due to the lapse in appropriations at the beginning of Fiscal Year 2026 (i.e. 10/1/2025 – 11/12/2025).

This BPA Call was awarded under the DHS Program Management, Administrative, Clerical, and Technical Services (PACTS) II strategic sourcing contracts, which expired on 2/28/2025. Orders may only extend 12 months beyond the BPA expiration; therefore, extensions beyond 2/28/2026 via FAR Clause 52.217-8 “Option to Extend Services” or FAR Clause 52.237-3 “Continuity of Services” are not permissible.

Purchase Order No. 70T01026P7668N002 will be awarded pursuant to FAR FAR 13.106-1(b) to partially extend performance for three (3) additional months to mitigate a break in service while the Government recompetes this requirement under GSA OASIS+. The Government intends to partially extend the executive support and project coordination requirements. TSA was unable to facilitate a timely follow-on contract due to the lapse in appropriations for the Department of Homeland Security (DHS) (2/14/2026 – 4/30/2026).

SECTION III: Description of Supplies or Services Purchase Order No. 70T01026P7668N002 will provide comprehensive real estate administrative and operations services to include executive support and project coordination. The purchase order supports TSA’s ability to coordinate space planning, facility maintenance, construction management, and real property leasing for TSA locations nationwide.

SECTION IV: Identification of the Single Source Justification

Only one source is capable of responding due to the unique or specialized nature of the work.

Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.

An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.

A licensing agreement is required as a part of this purchase order, which is available from only one source.

SECTION V: Description of Rationale TSA requires additional time to solicit and award a new contract for this requirement but was unable to facilitate this process timely due the lapse in appropriations for the Department of Homeland Security (DHS) (i.e. 2/14/2026

– 4/30/2026). TSA was refining the requirements for the recompete and assembling the required documentation.

This process has been severely delayed due to the furlough of staff and the resulting administrative backlog.

Contractor support must remain uninterrupted to ensure TSA Facilities & Administration (F&A) (formerly Security & Administrative Services (SAS)) is able to deliver safe, efficient, and economical facilities that meet evolving mission requirements. This administrative services task order provides strategic planning, operational coordination, and process improvement necessary to proactively manage TSA’s expansive real estate portfolio of over 440 facilities nationwide. TMC-TeleSolv is the only vendor capable of providing the supplies or services required at this time as they are fully vetted and possess the subject matter expertise to mitigate operational disruptions. The Contractor continued work during the lapse in appropriations but was unable to complete all the required deliverables as non-excepted Federal personnel were furloughed and therefore unable to provide technical guidance. The Contractor has worked through the significant backlog, but additional time is required to complete the remaining deliverables. The Contracting Officer finds this to be a reasonable delay of work. The additional time provided by this extension will allow the Government to mitigate a break in service and obtain all the required deliverables.

SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value The proposed contract action is being made with established prices under the expiring PACTS II task order that were found fair and reasonable at the time of award. Executing this contract action is the most advantageous method of fulfilling the Government’s need, price and other factors considered. The Contractor is honoring the pricing in their PACTS II contract which expired on 2/28/2025. In effect, the Contractor is offering the Government a discount from their current prices and is therefore considered fair and reasonable when evaluated against current market conditions. A break in service would provide no benefit to the TSA and could cause a potential delay in operations.

SECTION VII: Market Research Description The Department of Homeland Security (DHS) adopted the General Services Administration's (GSA) One Acquisition Solution for Integrated Services+ (OASIS+), encompassing OASIS+ Total Small Business, OASIS+ HUBZone, OASIS+ SDVOSB, OASIS+ WOSB, OASIS+ 8(a) and OASIS+ Unrestricted (UR) contracts to procure non-IT commercial or non-commercial services. OASIS+ is a government-wide Best-in-Class, multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract program that provides mission support professional services across many areas of expertise and disciplines. TSA intends to solicit a new contract as a small business set aside under the Management and Advisory Services domain.
