About this file
This document is a Single Source Determination for Simplified Acquisition Procedures (SAP) for a federal contract opportunity to replace a failed Vulkan Vulastik L rubber coupling and ring on the #4 CAT 3508 Ship Service Diesel Generator on the NOAA Ship PISCES. The required brand names are Vulkan Group for the Vulastik L Coupling and Caterpillar Diesel (CAT) parts, as these are the only sources reasonably available that are compatible with the existing NOAA ship systems and retain the necessary warranties and proprietary design rights. The estimated value of the requirement is not provided. The technical representative has certified this as the government's minimum need, and the Contracting Officer has determined only one source is reasonably available. The related federal contract opportunity is Solicitation Number 1333MK25Q0007 to Replace Vulkan Coupling on SSDG-4 for the Department of Commerce National Oceanic and Atmospheric Administration.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
(140802-25-0043)
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value).
Replace the failed Vulkan Vulastik L rubber coupling and ring on the #4 CAT 3508 Ship Service Diesel Generator. Generator bearing replacement may be required with OEM CAT furnished bearings.
3. Identification of the single source or the brand name to be solicited.
Required brand name is Vulkan Group (for Vulastik L Coupling) and Caterpillar Diesel (CAT) parts.
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
NOAA Ship PISCES was designed with four (QTY 4) CAT diesel engines close coupled to a KATO generator using a VULKAN VULASTIK-L rubber coupling. Vulkan is the only provider for this coupling that is approved by CAT for use on their engines. CAT selected the Vulkan coupling for their diesel engines and retains warranty and ownership/proprietary rights for service and maintenance on CAT SSDGs (which include the KATO Generator and Vulkan coupling).
□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
The NOAA FSV vessels were designed and installed with Caterpillar (CAT) engines outfitted with the Vulkan coupling. CAT retains proprietary design on all parts and service and is the only genuine provider of OEM and factory rebuilt parts with full manufacturer’s warranty. Any deviation from a CAT provided part/design will void any engine warranty and may not be an exact form, fit, and function of the OEM provided material. Further, all parts currently on the CAT diesel engines are CAT provided / CAT approved parts. Any deviation from CAT/CAT approved parts will prevent uniformity between all engines on the ship and may require additional spares and supplies to support an alternate design and part.
5. Market Research.
CAT has distributor agreements who provide authorized OEM parts and service throughout the country, including Vulkan couplings and genuine OEM CAT parts. Distributors under these
(Insert PR/RFQ number, as applicable)
Source Selection Information – see FAR 2.101 and 3.104 agreements possess all proprietary information for CAT equipment and are the only warranted providers of parts.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
