Summary

This is a Justification for an Exception to Fair Opportunity issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia. The document authorizes the modification of existing task orders under JETS Contracts to continue SAP Platform Support services for three incumbent contractors: Accenture Federal Services (SP4709-17-D-0023/SP4709-24-F-0083), IT Partners, Inc. (SP4709-17-D-0108/SP4709-24-F-0084), and Coggins International (SP4709-17-D-0106/SP4709-24-F-0085). The modification extends the current task orders for one month (February 1, 2026 through February 28, 2026) using a sole-source exception to fair opportunity, with specific dollar amounts redacted in the document. The extension utilizes prevailing rates from option period 2, which were deemed fair and reasonable at the time of original award.

The justification is grounded in FAR 16.505(b)(2)(i)(C), citing economy and efficiency as the basis for the exception. DLA requires continued support for mission-critical SAP platform operations, including 24x7x365 sustainment of the Enterprise Business System (EBS) suite, cybersecurity operations (IAVA patching and STIG compliance), middleware management, and specialized support for warehousing (EWM) and transportation (TM) systems. The incumbent team possesses unique institutional knowledge of DLA's highly customized SAP ecosystem and custom configurations that cannot be easily documented or transferred to a new vendor. A gap in these services would create unacceptable operational and security risks to DLA's global logistics mission and the Department of Defense. This one-month extension bridges the period until the competitive follow-on procurement is finalized and awarded, preventing service disruption while maintaining security compliance.

Source Selection Information See FAR 2.101 and 3.104

Enterprise Business System EBS ERP Software development lifecycle tasks from requirements through sustainment, and infrastructure support. These services shall facilitate strategic initiatives identified by the Agency and include audit compliance and DLA Digital Business Transformation. The DLA ERP Virtual Private Cloud Environment is currently hosted on Amazon Web Services (AWS). Core knowledge of DLA’s business process, application configuration, System process, and environments will be critical in performing a migration of DLA systems to Google CSP. The aggressive time line requires immediate support in order to achieve mission requirements.

ADDENDUM:

This justification authorizes the use of other than full and open competition for the procurement of continued support for SAP Platform Support JETS Contracts/Task Orders # SP4709-17-D-0023/SP4709-24-F-0083 (Accenture Federal Services), SP4709-17-D- 0108/SP4709-24-F-0084 (IT Partners, Inc.) and SP4709-17-D-0106/SP4709-24-F-0085 (Coggins International) that was competitively awarded. The current period of performance of this task order is for base period of six (6) months with one (1) twelve-month option period and is set to expire January 31, 2026. A modification will be issued to Accenture, IT Partners and Coggins, under FAR 52.217-8, Option to Extend Services for the period of one (1) month: February 1, 2026 through February 28, 2026.

Pursuant to FAR 16.505(b)(2)(i)(C), this action being approved is an exception to the fair opportunity process in interest of economy and efficiency because it is a logical follow-on to an order already issued supporting SAP Platform Support.

This modification authorizes a one-month -8 extension to the existing task orders: SP4709- 17-D-0023/SP4709-24-F-0083 (Accenture Federal Services), SP4709-17-D-0108/SP4709- 24-F-0084 (IT Partners, Inc.) and SP4709-17-D-0106/SP4709-24-F-0085 (Coggins International). This action serves as an extension to the current task orders to ensure the continuation of SAP Platform Support services while the competitive follow-on procurement is finalized and awarded by DCSO.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS, INCLUDING AN ESTIMATED DOLLAR AMOUNT:

The purpose of this modification to the current task order is to obtain support for new requirements to the SAP Platform Support contract that were unknown in the original sustainment task order award.

The need for the modification is a result of additional migration support. DLA has defined a need to migrate several of its applications from the current hosting environment to Google CSP. To meet the intent of the DLA Digital Strategy and meet the vision of creating a leading digital ecosystem for DLA. This work was previously not defined in the original scope of work. The systems, applications, configurations, processes, compliance, security configurations, proper documentation, and architectural redesign will need to be performed under aggressive timeline requirements to meet the mission. All systems will need to be moved, have data integrity validated and be operational within a projected 15-month timeline.

Speed of operation is critical in achieving this goal.

The current task order period of performance is February 1, 2025, through January 31, 2026.

The period of performance for the new requirement is 1 July 2025 to 31 January 2026. The estimated dollar value of this requirement is . The new total contract value is

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR

16.505(a)(4) and FAR 16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S

UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES

USE OF THE EXCEPTION CITED:

Pursuant to FAR 16.505(b)(2)(i)(B), an exception to the fair opportunity process is justified because only Accenture can provide the required support services at the level of quality and timeframe required because the services ordered are unique and highly specialized. This action requires resources uniquely familiar with DLA’s Enterprise. Specifically, the technical knowledge of non-SAP systems within the SAP ERP environment which are highly customized and tailored configured systems. These systems were deployed and have been sustained by Accenture resources since their initial inception within DLA’s IT Enterprise. No other vendor would have the organizational or technical knowledge and insight to seamlessly integrate and meet the requirements of this task.

EBS is the Agency’s Enterprise Resource Planning central component. The system provides logistics services world-wide to meet critical DOD missions. This requirement directly supports DLA’s Financial Statement Audit, Annual Statement of Assurance, SSAE-18 Audit, and the Audit Logging eOPR. This requirement is responsible for conducting analysis, interpretation and configuration of IT security logs from multiple diverse operating system (including but not limited to: Unix, Linux, Windows, etc.) and platform logs (including, but not limited to: database, web services, application logs, etc.) for DLA critical applications. Using cybersecurity tools and innovative, undefined methodologies, to independently analyze the complex, system generated log information to determine if a possible security event has been generated. This requirement is responsible for applying comprehensive technical knowledge of a wide range of information technology platforms and cybersecurity threats, risks and vulnerabilities to interpret the information to determine if a cybersecurity event has occurred.

This requirement is responsible for investigating cybersecurity events to determine the possible impact on the IS and the DLA enterprise. Suspected cybersecurity events and anomalies are reported to program management, ISSMs, and DLA CERT for corrective action. This requirement is responsible for ensuring operational capability of critical non-SAP systems that support DLA’s core business requirements. This operational migration of hosting environments will require systems updates with large data sets of critical data and that supports NARA requirements. The skill sets necessary to satisfy this Agency requirement are currently unique to the incumbent contractor, who has remained successful through competitive award.

Pursuant to FAR 16.505(b)(2)(i)(C), an exception to the fair opportunity process is justified because it is the most economical and efficient method to obtain the support required. The DLA SAP Platform is not a single system but a complex, highly customized ecosystem of integrated logistics, financial, and supply chain applications that serves as the transactional backbone for the agency's global mission. The incumbent team, comprised of Accenture Federal Services (AFS), IT Partners, Inc., and Coggins International, possess profound institutional knowledge of this environment's unique architecture, custom configurations, and critical interdependencies. This deep, practical expertise was gained over the full lifecycle of the contract and is not documented to a level that would allow a new vendor to assume these duties without a significant transition period, making the incumbent team uniquely qualified to provide these services without a gap.

Currently, this incumbent team is performing the mission-critical, day-to-day operations essential to the stability and security of this entire ecosystem. As detailed in the Performance Work Statement, this includes providing 24x7x365 sustainment for the Enterprise Business System (EBS) suite, performing continuous cybersecurity operations such as IAVA patching and STIG compliance, and managing the specialized middleware that integrates key logistics systems. A 30-day lapse in these integrated services would have immediate and unacceptable consequences for the government. Operationally, critical systems for warehousing (EWM) and transportation (TM) would be left without expert support, risking transactional failures that would halt DLA's global logistics mission. From a security standpoint, a halt to patching and vulnerability management would leave mission-critical systems exposed to known threats, creating an unacceptable security posture for the agency and directly risking the integrity of DLA's data.

Therefore, extending the services of the incumbent team is the only viable course of action to avoid these severe operational and security risks. It is the most economical and efficient method to ensure mission continuity while the competitive follow-on award is finalized, as it prevents the significant costs and unacceptable delays that would be incurred by attempting to transition these complex services for a short, 30-day period. The ultimate impact of not granting this extension would be the disruption of reliable logistics data across the DoD and a direct compromise of DLA's ability to guarantee the timely and secure delivery of supplies to the Warfighter.

The scope of this work is within the duties of the contractors, and they are fully staffed to successfully continue support of the SAP Platform. Therefore, it is in the interest of economy and efficiency to modify this task order to extend SP4709-17-D-0023/SP4709- 24-F-0083 (Accenture Federal Services), SP4709-17-D-0108/SP4709-24-F-0084 (IT Partners, Inc.) and SP4709-17-D-0106/SP4709-24-F-0085 (Coggins International) through contract modification for the required one-month period on a sole-source basis because it is a logical continuation of required services and fair opportunity was provided at the time the task order was awarded.

5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. Proposals will be analyzed in accordance with FAR 15.404-1 procedures. It is anticipated that the Government will use various price analysis techniques including, but not limited to: (1) Comparison with competitive price lists in accordance with FAR 15.404-1(b)(2)(iv); and (2) Comparison of proposed prices obtained through market research for the same or similar items in order to obtain a fair and reasonable price in accordance with FAR 15.404-1(b)(2)(vi).

In accordance with FAR 52.217-8, the prevailing rates associated with option period 2 will be utilized, which were deemed fair and reasonable at the time of award.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

This task seeks to provide additional benefit by supporting the DLA-wide process excellence effort, which seeks options to enhance the auditability of DLA information systems, replace software customizations with delivered Systems, Applications, and Products (SAP) capabilities, and update system configuration to better allow for flexibility and scalability to meet future requirements.

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION TO

FAIR OPPORUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE:

The SAP Platform Support Contract was solicited as a competitive acquisition under the JETS contract. The new scope and requirement for support of SAP Platform Support will be included as part of the existing Performance Work Statement.

DLA has exercised, and continues to exercise, competition as often as possible and conducts ongoing reviews to keep abreast of new technology and corresponding services, both in industry and Government. DLA uses a variety of vendors, manufacturers, and contracts/orders to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition to the maximum extent practicable.

No actions needed. This is a one-time request to extend the current contract option year for one month in order for the follow-on effort to be awarded competitively, to address the lack of knowledge transfer the sustainment support and development work will be combined in a future contract.
