| Description: This document provides justification for the acquisition of commercial Internet, Cable TV, and Phone services under other than full and open competition, in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency |
requirements." The agency requires uninterrupted Internet, Cable TV, and Phone services to maintain operational continuity at NAWCTSD. These services are essential for communication, information dissemination, and mission-critical operations.
UniqueCharacteristics: The authority for this acquisition is FAR 6.302-1, which permits contracting without full and open competition when only one responsible source is available to meet the agency’s requirements.
The agency has an existing service with Spectrum Business, and transitioning to a new provider would result in service interruptions, retraining costs, and infrastructure upgrades. Spectrum Business is uniquely positioned to continue providing services without disruption. Transitioning to a new vendor would require downtime, which would negatively impact operations.
• The agency has invested in proprietary equipment compatible only with Spectrum Business’s services.
• Market research confirmed that competing vendors would require additional installation time and costs, making them unable to meet the agency’s operational needs within the required timeframe.
Explain:
Market research was conducted to identify potential vendors capable of providing the required services. See attached Market Research Report.
StatementOfActions: Failure to acquire these services from Spectrum Business would result in significant operational disruptions, including:
• Loss of communication capabilities critical to mission success.
• Increased costs associated with upgrading infrastructure.
• Delays in service activation, negatively impacting the agency’s ability to meet its objectives.
