Statement of Requirement Summary

This is a Statement of Requirement (SOR) for a Low Observable Sanding Booth to be installed at Joint Base Langley-Eustis. The document specifies requirements for an environmental control work booth measuring 22 feet wide by 8 feet deep by 8 feet high, designed for sanding and prep work on F-22 Raptor aircraft components. The booth must collect hexavalent chrome particulate using HEPA safety afterfilters and be fully self-contained with air recirculation capabilities for energy conservation. The proposed model is the v5300 & DB 20-24-2x7X5 (Submittal 28028), with Filter-1 Model DB-22-24-2x15C Dust Booth specifications. Key technical features include two 15 horsepower motors (480/3/60) TEFC direct drive high-pressure backward inclined blowers rated at 20,000 cubic feet per minute, 24 flame-retardant nanofiber cartridge filters (99.9% efficient at 0.5 microns), 99.97% HEPA afterfilters, programmable PLC-controlled pulse jet cleaning with variable frequency drive motor controls, LED dust-tight lighting, and a Regain Air System capable of generating up to 400 feet per minute dust capture velocity. The booth must integrate with facility infrastructure including 600-volt power, fire suppression water lines, and direct air lines. Safety features include a high-temperature blower shutoff switch and eight sprinkler connections.

Delivery is required by February 5, 2027, to Joint Base Langley-Eustis, with contact through SMSgt Chris Fleischer at the 1st Fighter Wing Public Information Office. Work is authorized Monday through Friday from 0800 to 1700 hours Eastern Standard Time, excluding federal holidays. The contractor must establish clear contract management with a single point of contact, maintain proper records, and comply with operational security policies and DoD installation access requirements for all personnel. Installation access passes must be submitted no later than 30 days prior to projected work needs. No government-furnished material or applicable directives are specified, and no set-asides are identified.

Statement of Requirement

(SOR)

“Low Observable Sanding Booth” at

Joint Base Langley Eustis “Rev. 2

26 October 2026”

1.0 Introduction

1.1 Mission:

The primary mission of the 1st Fighter Wing (1 FW) at Joint Base Langley-Eustis is to deliver rapid, worldwide F-22 Raptor air dominance and multi-role capabilities. The wing is specifically tasked with providing combat-ready forces capable of deploying anywhere on short notice to secure and maintain aerial supremacy.

1.2 Background:

New Low Observable Consolidated hangar is being constructed and requires a sanding and prep area for aircraft components. The work booth is suitable for collection of hexavalent chrome particulate with the HEPA safety after filters. The booth should fully self contained and recirculates the filtered air back into the shop for energy conservation. The booth will be identical to the unit now in use, but with design improvements since last purchased.

system that has been practically assessed for several years by the 1MXG to be effective and presents no unacceptable risk to the F-22 during use. It provides the current Warfighter with deployable and ready to use assets unlike the more permanent safety stands that Lockheed Martin uses and at a fraction of the cost. Additionally, it is mandatory that we have a system that integrates with the new outlets being provided by the MAC contractor.

1.3 Scope:

Environmental control work booth 22'W x8'D x8' H, for use in sanding and prep for aircraft components. The work booth is suitable for collection of hexavalent chrome particulate with the HEPA safety after filters. The booth is fully self contained and recirculates the filtered air back into the shop for energy conservation. The booth will be identical to the unit now in use, but with design improvements since last purchased. system that has been practically assessed for several years by the 1MXG to be effective and presents no unacceptable risk to the F-22 during use. It provides the current Warfighter with ready to use assets like the current system that maintainers currently are using and and are familiar with operating & maintaining. Additionally, it is mandatory that we have a system that integrates with the new outlets being provided by the MAC contractor to include 600V power, fire suppress water lines and direct air lines.

3.0 Product Specifications & Installation Requirements

3.1 The contractor must provide a (Sanding Booth) with the following characteristics:

• Sanding Booth Size in Contract (A-011) = 7’6” H x 8’ L x 24’ W

• Proposed Sanding Booth (v5300 & DB 20-24-2x7X5 Submittal 28028) = 22’Wx8’Dx8’H

• Room 143 (A101A) = 37’ Wide Filter-1 Model DB-22-24-2x15C Dust Booth

Environmental control work booth 22'W x8'D x8' H, for use in sanding and prep for aircraft components. The work booth is suitable for collection of hexavalent chrome particulate with the HEPA safety after filters. The booth is fully self-contained and recirculates the filtered air back into the shop for energy conservation.

The system features: (2) premium efficiency 15 hp motors (480/3/60) TEFC direct drive High Pressure backward inclined blowers rated at 20,000 cfm at 3.25"wg tsp, 1750 rpm for quiet and efficient operation with no belts to change or bearings to grease. Easy access (24) flame retardant Nanofiber cartridge filters rated 99.9% efficient at .5 microns, 99.97% HEPA afterfilters for use on hexavalent chrome dusts, HEPA filter pressure gauge to monitor condition, reverse pulse jet cleaning uses compressed air to back flush the filters, pulse sequence controlled by PLC with 24 hour/7 day clock and up to four programmable clean times per day, VFD motor controls integrated with cleaning system (also provides energy conservation Soft Start function). Cleaning can be user programmed as needed to clean before, after, or between shifts. Dust is deposited in pull out drawers for disposal.

The containment booth consists of galvanized metal with sound insulated quilt with a white vinyl sound mat, (6) 4’ LED dust tight lights (115VAC) and compressed air filter/regulator for filter cleaning air. The booth also includes Regain Air System with push / pull design which uses some of the clean filtered air and exhausts it from the top front of the booth and directed toward the filters intake zone - this can increase the dust capture velocity in the breathing zone up to 400 fpm providing maximum dust scavenging for increased worker and area protection.

Safety Features include a High Temperature blower shut off switch and (8) sprinkler connections on the cabinet.

Hookup to facility fire system and sprinkler heads By Others.
