About this file

This is a public notice of participation filed by the Salem Area Mass Transit District (SAMTD) regarding its intent to piggyback off two Omnia Partners contracts administered by Carahsoft for technology products, solutions, and related services. SAMTD seeks to procure an emergency transit-specific Automated Passenger Counter (APC) solution through this mechanism rather than conducting an independent request for proposal. The first contract (Cobb County, GA Contract #23-6692-01) runs from May 1, 2023 through April 30, 2028 and covers technology products, solutions, and related services. The second contract (Region 4 ESC – TX Contract #R240303) covers software solutions and services with an initial term of January 1, 2025 through December 31, 2027, with two optional one-year renewal periods extending through December 31, 2029. SAMTD's public notice was posted on Oregon Buys for a 14-day protest period, with all protests required to be submitted in writing to SAMTD Procurement at 555 Court Street NE Suite 5230, Salem, Oregon 97301-3980.

SAMTD determined that piggybacking off the existing Omnia Partners contracts represents a cost and time-saving opportunity, as conducting an independent RFP would cost the agency an estimated $250,000 or more and exceed the agency's internal contract management resources. The notice does not specify pricing terms or funding sources. Vendors must register with Oregon's e-procurement system at OregonBuys.gov, and protests must include the protester's name, address, email, phone number, the title of the public notice, and a detailed statement of protest with reasoning and arguments. Fax and email submissions of protests are not accepted.
