About this file

This is a public notice issued by the Salem Area Mass Transit District (SAMTD) announcing its intent to piggyback off the NASPO ValuePoint Cloud Solutions Contract #AR2472. SAMTD seeks to procure transit-specific Automatic Passenger Counter (APC) solutions and data cleansing services through this existing NASPO contract. The notice indicates that SAMTD determined the statement of work in the NASPO solicitation meets its requirements and identified this as an emergency procurement need. The public notice posting period is 14 days on Oregon's e-procurement system, OregonBuys, and vendors must register online at oregonbuys.gov to participate. All protests regarding this procurement must be submitted in writing by mail or hand delivery to the SAMTD Contracts/Procurement Specialist at 555 Court Street NE Suite 5230, Salem, Oregon 97301-3980, with fax and email protests not accepted.

SAMTD selected the piggybacking approach as a cost and time-saving strategy, estimating that conducting an independent RFP for this procurement would cost the agency approximately $250,000 or more. The district lacks internal resources to manage a standalone contract procurement and required the APC solution on an expedited timeline, making this NASPO contract vehicle the most practical approach. Interested vendors should reference the NASPO ValuePoint Cloud Solutions contract documentation available at naspovaluepoint.org/portfolio/cloud-solutions-2016-2026/ for complete solicitation and contract details. Protests must include the protester's name, address, email, phone number, the title of the SAMTD public notice, and a detailed statement with reasons and arguments for the protest.
