About this file

The Coquille Indian Tribe has issued a Request for Proposals (RFP) for a comprehensive Cybersecurity Audit to be conducted for their Tribal Government IT Environment. The RFP seeks a qualified cybersecurity firm to assess the tribe's current security posture, identify vulnerabilities, and provide actionable recommendations to enhance their cybersecurity framework. Proposals are due by August 26, 2025, at 2:00 PM PST, with a project start date of October 1, 2025. The audit scope includes a pre-audit planning meeting, technical assessment, policy and compliance review, social engineering assessment, and a detailed reporting phase. The tribe has approximately 250+ employees, with operations in Coos Bay and Eugene, Oregon, including a Medical, Dental, and Behavioral Health division called Ko-Kwel Wellness Center.

The RFP emphasizes tribal and diverse business preferences, with priority given to Indian Owned Businesses (IOB) and firms owned by Coquille Tribal members or other tribal/indigenous businesses. The evaluation criteria include approach, cost, experience working with tribes, project management capabilities, and business ownership diversity. While specific budget details are not explicitly stated, the RFP indicates a not-to-exceed cost structure and requires proposers to submit a detailed fee schedule. Insurance requirements are comprehensive, including general liability, automobile, and errors & omissions coverage with specific minimum coverage levels. The tribe reserves the right to select the proposal offering the best overall value, with cost being just one of several evaluation criteria.
