About this file

This document is a Public Notice to Participate issued by the Salem Area Mass Transit District (SAMTD), seeking to piggyback off Sourcewell Contract #042221 for Electric Bus Chargers. SAMTD intends to utilize the contract with ChargePoint and their authorized reseller Puget Sound Solar to procure power blocks, modules, dispensers, and associated operating software for their Gillig electric bus fleet. The procurement will be federally funded, and SAMTD will post the notice on Oregon's e-procurement system OregonBuys for 21 days, during which time potential vendors can review and protest if necessary.

The contract leverages provisions under the FAST Act §3019(b), which allows agencies to use non-profit cooperatives for procuring rolling stock and related equipment. SAMTD chose this procurement method due to the potentially high internal costs of conducting a separate RFP, the limited vendor pool, and the need for chargers specifically compatible with their current Gillig fleet and electric bus monitoring software. The agency requires all potential vendors to register on OregonBuys, and any protests must be submitted via mail to their Contracts/Procurement Department, with specific requirements for the protest documentation.

SAMTD PUBLIC NOTICE TO PARTICIPATE

in

SOURCEWELL CONTRACT #042221

1. The Salem Area Mass Transit District (SAMTD) seeks to piggyback off the Sourcewell Contract #042221 and the resulting contract with ChargePoint and their authorized reseller Puget Sound Solar. The contract is for Electric Bus Chargers and associated software utilized with SAMTD’s Gillig electric bus fleet written for Sourcewell and on behalf of Sourcewell member agencies of which SAMTD belongs (Membership # 234007). SAMTD will participate in the event no protest is made.

2. SAMTD has reviewed the Sourcewell solicitation, verified that the statement of work meets the requirements of SAMTD.

SAMTD intends to piggyback off the contract for power blocks, modules and dispensers with associated operating software and related services that will be federally funded.

As allowed under FAST Act §3019(b), agencies may utilize non-profit cooperatives to procure Rolling Stock and related equipment without regard to the location of the cooperative. 49 CFR 661.3 Appendix B lists several bus related components and while “vehicle chargers” are not included specifically, they are required in order to operate a battery electric bus.

Factors considered by SAMTD, include the internal cost of conducting this type of RFP would result in unrecoverable costs as well as a limited vendor pool due to the unique nature of the chargers and their compatibility with the current Gillig fleet and SAMTD’s current electric bus monitoring software. This is a cost and time saving opportunity for SAMTD.

3. SAMTD utilizes the State of Oregon’s e-procurement system OregonBuys. All vendors must register online at https://oregonbuys.gov/bso/view/login/login.xhtml.

All Public Notices from SAMTD will be posted on Oregon Buys for 21 days.

4. All Protest must be submitted to SAMTD Procurement: (Mail or Hand Deliver)
