About this file

This document is an Attachment A to a procurement opportunity issued by the Illinois Emergency Management Agency (IEMA) for radioiodine and particulate filter sampling cartridges. The mandatory specifications outline the required cartridge geometry, assembly, labeling, diameter, finish, marking, contents, pressure drop, methyl iodine retention, and brand compatibility. Vendors are required to complete the pricing table and provide contact information. The contract term is from March 1, 2019 to June 30, 2021, with IEMA estimating an annual purchase of approximately 2,400 units. Pricing must be valid for 90 days, include shipping, and cannot increase during the contract term. The State reserves the right to reject offers, award by item or group, and waive minor defects. Vendors must agree to partial shipments and provide a minimum one-year warranty.

The pricing table requires vendors to provide per unit costs for the two-year contract term. There are no minimum purchase guarantees, but IEMA estimates 2,400 units per year. Vendors must not bill for any taxes unless proof is provided that the State is subject to the tax. Award will be based on the total evaluated cost across all products.

Mandatory Specifications:

Vendors are to specify whether each of the Mandatory Requirements is agreed to and satisfied by checking the appropriate “Met” or “Not Met” box, and where appropriate, provide the requested information. Vendors should complete the “Vendor Narrative” section to explain how they meet the requirement or provide requested information and/or include other documentation that provides additional detail.

If any mandatory requirement is not met, or requested information is not provided, the entire bid will not be considered. If all responding vendors fail to meet a particular mandatory, that mandatory may, at the sole discretion of the State, be removed so the evaluation process may continue.

Mandatory Specification M1: Radioiodine and Particulate Filter Cartridge Geometry – The radioiodine and particulate filter cartridge bid must be reliable and compatible with the Agency’s existing equipment, and make a good seal. Example dimension from a working cartridge are:

· Outer diameter: 2.27”, maximum

· Screen area diameter: 1.83”

· Length: 1.05” ☐ Met ☐ Not Met

Vendor Narrative:

Mandatory Specification M2: Cartridge Assembly – The radioiodine and particulate filter cartridge bid must be assembled inside the screen as shown below:

Vendor Narrative:

Mandatory Specification M8: Pressure Drop – The pressure drop in the entire assembly of the radioiodine and particulate filter cartridge bid must be less than 2.5” Hg at 5CFM.

☐ Met

Vendor Narrative:

Mandatory Specification M9: Methyl Iodine Retention – The methyl iodine retention on the radioiodine and particulate filter cartridge bid should be greater than 75% at 5CFM with 168-hour equilibration and intermediate term (24-hour) sampling.

☐ Met

Vendor Narrative:

Mandatory Specification M10: Cartridge Brand – The radioiodine and particulate filter cartridge bid is Radeco Brand, Part Number 0750-69P Model PS-400.
