About this file
This document is a Sample Statement of Work (SOW) for flow cytometry and histology services at the San Francisco VA Medical Center. The VA intends to sole-source a firm fixed-price contract to the Gladstone Flow Cytometry Core for specialized laboratory equipment rental and cell analysis services. The project involves using flow cytometers to sort live cells from patient biopsies and perform histology services, with VA laboratory personnel transporting cells to the facility for protein expression level evaluation.
The sole-source procurement is being conducted under 41 USC A3304(a)(1) with a NAICS code of 334516 and a size standard of 1000 employees. Interested vendors must submit a capability statement by August 20, 2025, at 10 a.m. PST to parmpreet.pannu@va.gov. The solicitation requires respondents to provide details such as socioeconomic status, DUNS/CAGE codes, relevant experience, project lists, and potential teaming arrangements. No identifiable patient information will be involved in the process, and the samples will be securely transported to prevent unauthorized access.

SAMPLE SOW
1. Background Use of flow cytometers to sort live cells and histology services are an integral part of my proposed VA merit award. Flow cytometers are expensive equipment, requiring weekly maintenance, that are not feasible for most individual research labs to purchase and maintain on their own. Consequently, most academic/VA laboratories use a nearby core facility which hosts/maintains flow cytometers. The core also offers histology services.
Project Scope The VA merit award involves flow sorting and histology services for each of the sampled patient biopsies.
2. Specifications
A core facility that meets the following requirements:
1) Well maintained flow cytometers.
2) Established histology services
3) Close proximity to our laboratory so that we can bring over live viable cells without them dying off, rendering the experiment useless.
This contract pertains to the rental of specialized laboratory equipment, specifically flow cytometers. VA laboratory personnel will transport cells to the designated laboratory facilities. These cells will then be analyzed using the flow cytometry equipment to evaluate protein expression levels. The process generates computer-generated report files containing only analytical data. It is important to note that no identifiable VA patient information is involved in any stage of this procedure. The samples will be securely transported to prevent unauthorized access until they reach the designated location.
There is one facility within a reasonable radius that meets these qualifications, the Gladstone flow cytometry and histology core. They are the only core set up to use the exact staining protocol required for the specialized downstream immunohistochemistry.
The C&A requirements do not apply, and a Security Accreditation Package is not required.
