About this file

This is a Labor and Material Payment Bond template document applicable to the City of Meriden, Connecticut's ITB B026-45 for construction of a splash pad facility at Hubbard Park. The bond secures contractor obligations to pay all laborers, material suppliers, and subcontractors engaged in project performance. The project encompasses furnishing all labor and materials for splash pad construction, including site preparation, earthwork, water distribution piping, storm drainage systems, equipment installation, and landscaping. Deliverables include a custom castle water play structure with 10 water nozzles at 75.50 gallons per minute capacity, a 3,384 square-foot concrete splash zone, integrated plumbing and electrical systems with automated timer controls, a rain garden drainage system, and native plant landscaping. The mandatory pre-bid meeting is scheduled for April 1, 2026 at 10:00 a.m. at Hubbard Park Pool Parking Area (999 West Main Street, Meriden, CT 06451), with a question submission deadline of April 17, 2026 at 4:00 p.m. and sealed electronic bid submission deadline of April 24, 2026 at 11:00 a.m. through the OpenGov eProcurement Portal. All bids must remain open for ninety days following bid opening with no withdrawal permitted during this period.

The bond amount equals one hundred percent of the contract price and protects claimants with direct contracts with the principal or subcontractors. Claimants must provide written notice to the principal, owner, or surety within ninety days of completing their final work or furnishing materials. Legal action must be filed within one year following the principal's cessation of work and can only be brought in state court of competent jurisdiction or United States District Court in the district where the project is located. The sample contract indicates a lump-sum fee of $30,000.00 with monthly progress payments subject to five percent retainage. The project is funded by the federal Community Development Block Grant program and is subject to Davis-Bacon prevailing wage requirements, Connecticut prevailing wage determinations ranging from $21.42 to $67.52 per hour plus fringe benefits, and Build America Buy America Act domestic content preferences. Successful bidders must provide a Bid Bond equal to ten percent of bid amount, Labor and Material Payment Bonds and Performance Bonds each equal to one hundred percent of contract price, Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation at Connecticut statutory limits with $1,000,000 Employers' Liability coverage.
