About this file

This is a sample evaluation criteria and rating plan document designed for use by the City of New Haven, Connecticut in scoring responses to a multi-year retail electricity supply procurement. The document outlines three primary evaluation criteria: Scientific and Technological Merit, Technical Approach, and Technical and Management Capabilities, each weighted at a percentage to be determined by the City. The evaluation process requires individual reviewers to assess proposals using standardized rating sheets, identify strengths and weaknesses relative to stated criteria, and participate in consensus review meetings to develop final scores. Phase 1 prequalification submissions are due by March 10, 2026 at 11:00 a.m., with Phase 2 price proposals to follow from pre-qualified vendors. The procurement covers electricity supply to approximately 46,000 megawatt-hours annually across city-owned buildings and facilities, with a 60-month contract term commencing July 1, 2026. Questions regarding the RFP must be submitted by February 25, 2026 at 5:00 p.m.

The document provides three sample rating scale methodologies that the City may adopt: a descriptive scale using adjectives (Outstanding, Good, Adequate, Fair, Poor, Unacceptable), a color-coded system (Blue, Green, Yellow, Red), or a numerical scale (10, 8, 5, 2, 0). Each scale includes defined descriptive statements to guide reviewers in assigning scores based on whether applicants fully address all aspects of evaluation criteria, demonstrate the ability to meet City performance requirements, and present significant strengths or weaknesses. The evaluation framework emphasizes that strengths are aspects of a response that positively affect the probability of successful mission accomplishment, while weaknesses negatively affect such probability. Cost evaluation in Phase 2 will employ a "Reward Low Cost" methodology allocating up to 30 points, with the lowest overall cost proposal receiving full points. Minimum qualifications for suppliers include an active Connecticut Public Utilities Regulatory Authority (PURA) retail supplier license, experience managing at least 5 megawatts of aggregated municipal or government load, credit ratings of BBB- or higher, service to a minimum of five unique customers with at least 10 megawatt demand each, and block and index settlement and billing capabilities.
