About this file
This is a sample contract template for term-based agreements with renewal options issued by the Charles County Commissioners in Maryland. The document establishes the contractual framework for the Yard Waste Processing procurement, whereby the successful contractor will process residential yard waste materials including grass, leaves, garden clippings, branches, brush, and Christmas trees at a facility located within 35 miles of Waldorf, Maryland. The contractor must accept yard waste Monday through Saturday in compliance with all applicable local, state, and federal regulations and process approximately 3,000 tons of yard waste annually into marketable products such as compost, soil amendments, or mulch. The contract commences on February 1, 2026, and runs for an initial one-year term ending January 31, 2027, with four optional one-year renewal periods available at the County's sole discretion. The Request for Quote was released on January 15, 2026, with responses due by February 18, 2026, at 11:00 a.m. via the County's eProcurement Portal. Award is contingent upon completion of a seven-day protest period.
Quoters must provide unit pricing per ton of processed yard waste and a separate contamination fee per load, with pricing adjustments for renewal years based on the Consumer Price Index. Award will be made to the lowest responsive, responsible quoter. Contractors must demonstrate a minimum of five years of active experience in yard waste processing, provide three representative project references, and maintain comprehensive insurance coverage including $1,000,000 in commercial general liability, workers' compensation, commercial automobile coverage, $1,000,000 in pollution liability, and $2,000,000 in environmental insurance. The RFQ does not specify set-aside designations for disadvantaged enterprises. Prior to service commencement, the successful contractor must submit an Operations Plan for County approval and subsequently provide monthly and quarterly reports detailing tonnage processed and end-product sales.
