About this file
This is a sample contract template used by the Charles County Commissioners in Maryland for construction and service projects. The contract is structured to address projects issued under RFQ, ITB, or RFP solicitations and establishes the legal framework between the County and a selected contractor. The document applies to the Cobb Island and Hill Road Pump Station Improvements project, which requires qualified contractors to provide comprehensive construction services for two sewage pump stations located in Charles County. The project scope includes demolition of existing mechanical and electrical equipment, installation of new process mechanical piping and equipment, civil site work, temporary bypass pumping, electrical work, and instrumentation and system integration at both facilities. The Cobb Island Sewage Pump Station is located at 15255 Potomac River Drive, Cobb Island, Maryland, while the Hill Road Sewage Pump Station is located at 13250 Hill Road, Newburg, Maryland. The contractor must commence work upon receipt of a written Notice to Proceed from the County and must fully complete the project within a specified number of consecutive calendar days, with the exact duration to be determined.
The contract compensation amount and specific project timeline will be determined through the quote, bid, or proposal process and will be stated in the awarded contractor's submission. The County commits to payment when due and payable in accordance with the General Provisions and Special Provisions of the contract. Contract execution requires proper authorization by both parties, with signatures witnessed and dated. For corporate entities, the corporate secretary must sign and the corporate seal must be impressed; corporations without seals and other business entities must circle the word "SEAL" and initial. All signature requirements must be witnessed and dated to ensure legal validity and enforceability of the agreement.
