About this file

This is a Master Agreement for the Municipal Solid Waste Composition Study executed between the City of Tampa, Florida and a selected contractor under RFP #25-P-00383. The City of Tampa seeks a contractor to conduct a comprehensive waste composition study quantifying trash and recycling volumes and weights across four generator categories: residential, commercial, multi-family, and drop-off locations. The project requires detailed sampling at various collection points, including residential carted waste, commercial dumpsters, and materials at the McKay Bay Transfer Station, with deliverables including detailed reports analyzing material streams, composition metrics, and waste reduction recommendations. The contract term is three years to include additional studies examining seasonal fluctuations in both population and weather, with each individual study not to exceed six months unless approved by the Department Director. The pre-proposal conference was scheduled for October 23, 2025, and proposal submissions were due by November 12, 2025, at 2:00 pm. The anticipated contract commencement date is referenced as 2025, with potential for a one additional three-year renewal period.

The City will compensate the contractor monthly based on the percentage of work completed on each task or subtask, with invoices payable within forty-five days of receipt under Florida's Local Government Prompt Payment Act (Section 218.70, Florida Statutes). The specific contract value is not identified in this agreement document, with the total compensation amount to be determined and inserted as exhibits. Contractors must have a minimum of five years of experience conducting composition studies in similar-sized municipalities and provide at least two professional references. The evaluation criteria assess proposals based on experience (25 points), project approach (45 points), and cost (30 points), with additional points for criminal history screening practices and Small Local Business Enterprise (SLBE) participation. The successful contractor must perform at least 51% of the work using their own forces and must comply with Bureau of Labor Statistics regional standards and a minimum wage of $15 per hour. All reports, designs, and materials produced become the property of the City; however, the contractor retains a permanent, non-exclusive, royalty-free license for professional presentations and other business purposes.
