U.S. Attorney’s Office / Northern District of Texas Statement of Work – Criminal Analyst
1.0 Purpose
The mission of the Department of Justice, United States Attorney’s Office for the Northern District of Texas (USAO-TXN) has a requirement for the following service one (1) Contractor Criminal Analyst at the USAO-TXN Headquarters Office (Dallas), Criminal Division.
1.1 Background
The mission of the United States Attorneys is to serve as the nation’s principal litigators under the direction of the Attorney General. United States Attorney’s Offices conduct most of the trial work in which the United States is a party. Once a defendant who is convicted of a felony offense serves his/her time in the Federal Bureau of Prisons, they begin a term of supervised release. Pursuant to the District Court’s written judgment imposing sentence, the defendant is required to follow various standard conditions of supervised release, e.g., meet with their probation officer, attend counseling, submit to drug testing, etc. In addition to the standard conditions, a defendant is not permitted to violate any local, state, or federal law. In the event a defendant violates his/her supervised release, including by committing a new law offense, the defendant’s probation officer files a Petition for Violation of Supervised Release and the District Court Judge causes a warrant to be issued for the defendant’s arrest.
Once the defendant is arrested, he/she is brought to court and a hearing is scheduled for the District Court Judge to determine if the allegations in the Petition for Violation of Supervised Release are true. Federal agents and federal law enforcement officers are not involved in the defendant’s case during the violation of supervised release proceedings.
Therefore, the USAO is tasked with obtaining the evidence that is necessary to prove the allegations contained in the Petition for Violation of Supervised Release.
2.0 Scope of Work
Because there is no longer a law enforcement agency handling these cases, in addition to the frequency in which the USAO is receiving violations of supervised release alleging new offenses, the USAO has determined that a contractor is necessary to assist the USAO’s AUSAs in collecting and gathering evidence from the various law enforcement agencies to prove the new law offenses alleged in the Petitions for Violation of Supervised Release.
Further, assistance is needed in reviewing the arrest reports and other evidence gathered, e.g.
in car videos, body camera footage, witness statements, 911 calls, etc. in order to ensure that all necessary evidence has been obtained so it can be provided to the District Court and defense counsel in advance of the hearing on the Petition for Violation of Supervised Release.
