BASIS FOR AWARD
Best Value/Tradeoff:
The Government plans to award a Contract to the offeror whose quote represents the best value solution. The Contracting Officer may reasonably determine that the superior solution/approach merits a higher price, and therefore represents the best value to the Government. The Contracting Officer, using sound business judgment will base the selection decision on the integrated assessment of the Statement of Work and the Offeror’s capability as measured against the below evaluation factors. The Government will evaluate quotes for award purposes by adding the total of all CLIN prices to ensure that pricing is not unbalanced. Interested Offerors shall submit a complete price schedule. All line items must be priced. Quotes providing partial pricing shall be considered non-responsive. Quotes should include the Offeror’s best pricing, including all discounts.
Evaluation of options shall not obligate the Government to exercise the option(s).
The Government will award a Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1 (Key Personnel and Technical Evaluation)
2 (Past Performance)
3 (Price)
Technical and past performance, when combined, are significantly more important than price.
Multiple awards may result from this solicitation. In addition, an award may be made for civil investigator services only, criminal analyst services only or both. This decision is made at the unilateral discretion of the Government. The offeror can propose on one service or both as specified by the solicitation.
