2. ADDENDUM TO RFO 52.212-1, INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS

AND COMMERCIAL SERVICES

(a) Submission of quotes. Submit signed and dated quotes through SAM.gov no later than 30 July 2026 by 01:00 P.M. Eastern Standard Time (EST).

(b) Questions. Submit any questions via email to jake.towry@us.af.mil and derek.botelho.2@us.af.mil not later than 28 July 2026 by 10:00 A.M. Eastern Standard Time (EST)

As a minimum, quotes shall include—

(1) The Request for Quote number (FA481426Q0092);

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the RFQ;

(5) Pricing for all items identified on attachment # 2, CLIN Schedule.

(6) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM));

(7) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ and any RFQ amendments;

(8) Proposed delivery terms and/or performance schedule;

(9) Proposed warranty terms (if applicable); and

(10) Discount Terms (if applicable).

NOTE: The Government will answer all questions submitted by the specified deadline. Responses will be provided to all parties with sufficient time to submit their offers before the closing date. The Government is not obligated to answer questions received after the deadline.

(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm until 30 September 2026, unless another time period is specified in an addendum to the RFQ.

(d) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the RFQ by the time specified in the RFQ.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the RFQ, and urgent Government requirements preclude amendment of the RFQ or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the RFQ on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(5) The Offeror shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this RFQ and at the time of award.

(e) Order award. The Government intends to evaluate offers and award an order without discussions with Offerors.

Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, & waive informalities and minor irregularities in offers received.

(f) Debriefings. If an unsuccessful quoter requests information on an award within 3 days after the date on which that quoter received notification of award, the government will provide a brief explanation of the award decision that explains why the unsuccessful quoter was not selected.

(End of provision)

3. ADDENDUM TO RFO 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES

IAW RFO 538.71, the Government will award an order resulting from this RFQ to the responsible Offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered.

(a) Evaluation Factors:

(1) Technical

The Government will evaluate the offeror's technical approach to determine if it demonstrates a clear understanding of, and a sound approach to, meeting the requirements outlined in the RFQ. The evaluation will be conducted on an Acceptable/Unacceptable basis.

• Acceptable: The offer clearly demonstrates the offeror's ability to meet all technical requirements of the RFQ.

• Unacceptable: The offer fails to demonstrate the offeror's ability to meet all technical requirements of the RFQ.

To be considered for award, an offeror must receive a rating of "Acceptable" under this factor. Any offeror rated "Unacceptable" will be ineligible for award and will receive no further consideration.

For products (if applicable), the technical approach must provide proof that the offered product meets or exceeds the specifications as described in Attachment # 01. Approach must also explain how the products will be delivered on time to the specified location, and detail warranty terms.

(2) Price

The Government will use proposal analysis techniques found in RFO 15.404-1 to determine if the offeror's total proposed price is fair and reasonable. To be eligible for award, offerors must provide pricing for the entire requirement; offers with partial pricing will be rejected as non-responsive and will not be considered for award.

(b) Basis for Award:

Lowest Price Technically Acceptable (LPTA). First, the government will organize all responsive offers by price (lowest to highest). Then, a technical advisor will compare a vendor’s quoted product/s or solutions against the requirements of the RFQ and assign a technical rating of either “Acceptable” or Unacceptable”. If the lowest priced vendor is rated to be “Technically Acceptable”, an award decision can be finalized. If the lowest priced vendor is rated to be “Technically Unacceptable”, review of the next lowest priced quote will continue until a “Technically Acceptable” rating is achieved or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).

Contractor Responsibility Determination: As a part of the responsibility determination, the Government will assess performance risk by reviewing data in the Supplier Performance Risk System (SPRS). This review will consider Price Risk, Supplier Risk, and, if applicable, Item Risk.

• Adverse Finding: An offeror with an adverse SPRS risk assessment may be determined to be non-responsible and therefore ineligible for award, regardless of price or technical acceptability. Such a determination is at the sole discretion of the Contracting Officer.

• Absence of Data: The absence of an SPRS risk assessment for an offeror will not, by itself, result in a non-responsible determination.

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
