About this file

This is a Questions and Answers document providing clarifications on a parking sign installation project at MacDill AFB involving USSOCOM.

The project requires installation of 112 eight-foot U-channel posts and mounting of 228 total parking signs (40 handicap and 188 reserved). Of the signs, 120 will be post-mounted on the newly installed U-channel posts, while 108 will be wall-mounted on existing structures. The U-channel posts must be 12-foot-long square telescopic steel tubing, 12-gauge heavy duty steel with galvanized coating and architectural brown finish. Posts feature pre-punched 3/8-inch holes spaced 1 inch on center down all four sides and must be installed at least 2 feet into the ground with maximum 7 feet of post exposure above ground. Sign mounting height is 5 feet with 10-foot spacing between posts. Handicap signs require .080-inch aluminum while reserved parking signs require .063-inch aluminum. Installation work is limited to outside normal business hours (Monday-Friday 1800L-0500L or Saturday-Sunday 0000L-2359L), with preference for weekend work when parking space availability is unrestricted. Posts may be driven directly into ground or set in concrete depending on surface conditions; core drilling is preferred for installations involving asphalt or concrete. The contractor is responsible for completing AF Form 103 (digging permit) for utility coordination, available from Building 11. No existing posts or signs require removal, though if any existing handicap signs are removed during installation, they must be replaced with newer signs. Standard galvanized mounting bolts and hardware are acceptable. Base access requires normal MacDill AFB requirements including tanker way inspections.

Questions- Parking Signs- Answers in RED.

1. Q. Will the 112 U-Channel posts be installed in pavement/concrete or in soil? All pavement/concrete or in soil.

2. Q.The SOW references installation of 112 posts and mounting of 220 total signs (40 Handicap + 180 Reserved). Can you confirm whether the remaining 108 signs will be mounted on existing posts already in place on campus, or is there a discrepancy in the quantities as stated? The remaining 108 signs will be wall mounted.

3. Q.For the Reserved Parking Signs, will any of the 180 signs be wall-mounted rather than post-mounted? If so, please indicate the approximate quantity. The remaining 108 will be wall mounted.

4. Q.Are there any restrictions on working hours, or may the contractor perform installation during standard business hours (e.g., Monday–Friday, 7:00 AM – 5:00 PM)?

Work is limited to outside normal business hours (i.e., work can be performed M-F between 1800L-0500L or Sat.-Sun. between 0000L-2359); request work is performed on the weekend, no restriction on parking space availability

5. Q.How many existing handicapped parking signs are to be removed as part of this project? If available, could you also confirm the total number of existing signs being removed? None should be removed; if existing handicap sign is removed, a newer handicap sign shall take its place

6. Q.The Statement of Work references a “Sign Demo” attachment. I did not see that in the attachment provided. Would you please provide the Sign Demo, along with any required USSOCOM logo or artwork files? We will attach the “SIGN DEMO” in the amendment along with the questions and answers.

7. Q.The Statement of Work specifies .080 aluminum for the handicap parking signs, while the CLIN Schedule specifies .063 aluminum. Please confirm the required aluminum thickness. There was an error on the CLIN structure attachment, it should be .80 Aluminum for the handicap signs, and .63 for the Reserved Parking Signs.

8. Q.Please provide the required specifications for the 8-foot U-channel posts, including:

Base standard is 2’ x 2’ x 12’ square/telescopic post that already has holes in it

1. Post weight, gauge, or pounds per foot: 12-gauge heavy duty steel

2. Finish and color: Architectural brown

3. Hole pattern: Pre-punched 3/8-inch holes spaced 1 inch on center down the entire length of all four sides

4. Required installation depth: At least 2’ into the ground, but max 7’ post exposure out of the ground

5. Any breakaway requirements: N/a

Shape & Design: Square telescopic steel tubing offering four-sided sign mounting and high torsional stability

Dimensions / Length: 12 feet long

Gauge / Thickness: 12-gauge heavy duty steel

Finish: Galvanized coating for maximum rust and weather resistance

Hole Pattern: Pre-punched 3/8-inch holes spaced 1 inch on center down the entire length of all four sides

9. Q.Are there existing U-channel posts that must be removed as part of this project?

No poles would get removed.

10. Q.For the installation of the 112 new U-channel posts: all of them driven directly

1. May the posts be driven directly into the ground?

2. Must any or all of the posts be set in concrete? Yes, if surface supports installation method.

3. Will any posts require core drilling, surface-mounted bases, or installation through asphalt or concrete? Core drilling is preferred for all post installation involving asphalt or concrete; seal top surface level once concrete has cured if applicable.

11. Q.Please confirm the required mounting height, sign spacing, orientation, and order for posts receiving more than one sign. 5’ height 10’ spacing.

12. Q.Are tamper-resistant fasteners required, or are standard galvanized sign-mounting bolts and hardware acceptable? Any mounting bolt

13. Q.Will the Government identify and clear each post location for underground utilities, or will the contractor be responsible for utility-location coordination? Contractor is responsible for completing, submitting, and processing, the required AF Form 103 (i.e., digging permit); this form can be obtained from Bldg. 11

14. Q.Please confirm the anticipated number of existing signs that must be removed and disposed of. None; the current ones are on wheels.

15. Q.Please provide any applicable base-access requirements, escort requirements, installation-hour restrictions, vehicle-inspection procedures, parking-lot closure requirements, and restrictions on taking project-completion photographs. Normal base requirements to include tanker way inspections.

16. Q.Post Footings: For the 112-replacement U-Channel Posts, should offerors plan to reuse the existing post holes/footings, or is new footing installation required at each location? The wheeled signs will be used at the SREC new building.

17. Q.Could you please provide the parking lot details, including any available layouts, photos, or maps of the parking areas? Additionally, please confirm the total number of existing signs and posts that need to be removed and disposed of. See attached maps.

18. Q.Are there any MacDill AFB, USSOCOM, DOT, Air Force, or other installation standards that must be followed beyond the standard commercial practices referenced in the SOW? NO.

19. Q.Are the 112 eight-foot U-channel posts required to be galvanized? Please also confirm whether there are any specific gauge, weight, finish, or hardware requirements.

Yes, the posts are to be galvanized, 12-gauge heavy duty steel, and color architectural brown
