About this file
This document is a Justification for Limiting Competition (MFR) for a procurement of Larson Explosive Proof Lights by the U.S. Army Contracting Command at Rock Island Arsenal. The procurement involves purchasing 120 light fixtures as an exact match/replacement for existing light fixtures throughout a plant, with the specific requirement that the new fixtures have the same beam angle, wiring, color, and mounting characteristics as the current installations. The procurement is a brand name buy using Operations & Maintenance, Army funds for fiscal year 2025, and will be executed via Purchase Order Number W44W9M009149.
The document details the rationale for limiting competition, emphasizing that the exact replacement fixtures will not only save materials but also prevent additional man-hours required to install alternative brands. The procurement will use price analysis techniques comparing pricing against competitive quotations, previous purchases, independent government estimates, and similar industry items to ensure fair and reasonable pricing. The solicitation is a brand name restriction over $30K, which will be redacted and posted with the solicitation, and is being processed under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold.
