About this file

This document is a Justification for Limiting Competition form for a federal contract action under the Simplified Acquisition Threshold (SAT). The U.S. Army Contracting Command - Rock Island is seeking a Greenheck air handler unit specifically designed to work with current MCAAP (McAlester Army Ammunition Plant) equipment, with a brand name restriction justified due to system-specific design requirements. The procurement is a new requirement for a single air handler unit, funded through Operations & Maintenance, Army funds for fiscal year 2025, with a fixed-price contract vehicle using Purchase Order Number W4W9M009060.

The justification emphasizes that only the Greenheck air handler will integrate with existing MCAAP equipment, and substituting another brand would incur additional time and money for retrofitting and extended downtime. The contract action includes market research confirming no alternative products meet the agency's needs, and pricing will be analyzed through multiple techniques including comparing competitive quotations, previous purchase prices, independent government estimates, and industry-related item pricing. The solicitation will close on 06/09/2025 at 10:00 am Central Daylight Savings time, with quotes to be submitted directly to the contracting officer.
