About this file
This is a Request for Information (RFI) / Sources Sought Notice issued by the United States Property and Fiscal Office (USP&FO) for Arkansas on behalf of the Arkansas Army National Guard (AR ARNG) for virtual and physical postage and meter services.
The requirement calls for a comprehensive postage management solution consisting of: (1) one high-volume physical postage meter machine at Camp Joseph T. Robinson's Official Mail Distribution Center capable of processing 185 letters per minute streamline speed and 105 lpm with Weigh-on-the-Way functionality; (2) nineteen virtual postage meter accounts serving armories and detachments across Arkansas; (3) an automated package tracking system with handheld barcode scanning, electronic signature capture, and electronic return receipt capabilities; and (4) a centralized web-based administrative portal for real-time fund allocations, sub-account management, and consolidated billing through Wide Area Workflow (WAWF). The physical meter system must meet USPS Intelligent Mail Indicia standards, include a minimum 5 lb digital scale, 600-piece auto stacker, and high-capacity ink cartridge with 42,100 impressions. The virtual system requires 100% web browser-based operation with zero client-side software, dual sign-on authentication, Master/Sub-Account hierarchy, and compliance with DoD/Army Certificate of Networthiness and cybersecurity standards for operation over Reserve Component Automation System (RCAS) networks. Maintenance must include 4-hour phone response windows and next-business-day on-site restoration (Monday–Friday, 0700–1630) with a lemon replacement clause after three tickets for identical failures.
The contract is anticipated to begin July 19, 2026, with a five-year period of performance (one 12-month base year plus four 12-month option years). Estimated annual workload includes approximately 10,000 pieces on the physical meter, 1,500 pieces on virtual meters, and five USPS packages daily. The NAICS code is 532420 (Office Machinery and Equipment Rental and Leasing), with PSC 7490. Responses must be submitted electronically in Adobe PDF or Microsoft Word format, not exceeding ten pages, by October 21, 2026, at 16:00 CST to leonard.d.roberson.civ@army.mil. The RFI requests capability statements organized into four sections: Company Information (UEI, CAGE Code, business size/socio-economic status, and existing government contract vehicles); Technical & Operational Capability (detailed specifications for physical/virtual systems, cybersecurity compliance, and field support reach); Commercial Practices & Acquisition Feedback (contract structure recommendations and rough order of magnitude pricing); and Past Performance (up to three references from DoD, Federal Civilian, or state military departments within the past three years). This RFI is for market research and acquisition strategy formulation only and does not constitute a commitment to issue a formal solicitation or award a contract. Government will not reimburse response preparation costs, and responses are strictly voluntary.
