About this file
This is a SAM.Gov Notification Language document announcing a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract awarded by the Federal Motor Carrier Safety Administration (FMCSA) Office of Research.
The contract, valued at $60 million with a ceiling amount, was awarded on July 16, 2026, to twelve contractors: Applied Research Associates, Auburn University, Cambridge Systematics Inc., CyberProtex LLC, Fors Marsh Group LLC, M Davis and Co Inc., Pulsar Informatics Inc., SEA Limited, Texas A&M Transportation Institute, Toxcel LLC, Virginia Polytechnic Institute and State University, and Westat Inc. The supplies and services cover a broad range of safety-related research for commercial motor vehicles, including experimental studies of driver performance, on-road driver behavior measurement, driver education and training, simulator-based crash scenario evaluations, and real-world safety assessments. Key focus areas include onboard safety technologies such as automatic emergency braking and monitoring systems, Advanced Driver Assisted Systems (ADAS), and Automated Driving Systems (ADS). The research also encompasses driver qualification, health, and training studies; Intelligent Transportation Systems (ITS) initiatives; roadside safety enforcement technologies; and technology transfer activities through the CMV Roadside Technology Corridor and SBIR Program. The requirement explicitly excludes IT products, services, equipment, and commercial-off-the-shelf software. The contracting office is located at the FMCSA Office of Acquisition Management, 1200 New Jersey Avenue SE, Washington, DC 20590.

(1) A description of the supplies or services.
FMCSA’s Office of Research conducts a wide range of safety-related research involving a variety of driver, vehicle, roadway, and environmental issues, including those associated with conventional and advanced in-vehicle technologies designed to assist drivers and influence their ability to avoid crashes. The Office of Research develops knowledge about how driver characteristics and capabilities interact with vehicle systems, the roadway (e.g., road type and other vehicles) and the environment (e.g., weather, daytime/nighttime) to influence the safety, effectiveness, and ease of use of these systems. Such research has a broad focus, including experimental studies of driver performance, measurement of on-road driver behavior and performance, driver outreach (education and training), evaluating driver behavior and performance in crash-likely situations in simulators, evaluations of the safety benefits and disbenefits of system designs in real-world use and the application of cutting-edge technology to address a wide range of traffic safety and related issues. This applies to technologies like automatic emergency braking, onboard monitoring systems, etc. These are not IT systems but rather onboard safety technologies with a variety of components (e.g., sensors, cameras, etc.) that sense the external roadway environment and provide safety queues either to the driver, the vehicle, or both. The requirement does not include the purchase of IT products, services, equipment, or commercial-off-the-shelf (COTS) software. Beyond work related specifically to safety technologies, the Office of Research conducts studies, and analyses to gain a better understanding of driver performance and vehicle crashes; these studies pertain to issues related to driver qualifications, health, and training.
The Office of Research identifies innovative driver/vehicle technologies that will improve safety for commercial motor vehicles (CMVs) including Advanced Driver Assisted Systems (ADAS) and Automated Driving Systems (ADS). The Office of Research leads FMCSA’s Intelligent Transportation Systems (ITS) initiatives and identifies and tests roadside safety enforcement and on-board commercial vehicle technologies. The Office of Research conducts technology transfer activities through the CMV Roadside Technology Corridor and other avenues such as the Small Business Innovation Research (SBIR) Program.
