Industry Day Notice: FY2027
Transportation Security Administration (TSA) Industry Day: Horizon 25 OrchestrateSI and TalentSI
The Transportation Security Administration (TSA) will host an Industry Day to engage industry partners on technology evolution efforts under the Horizon 25 Strategy: an integrated airport-operations capability and talent acquisition.
The event will take place on October 20, 2026, from 10:00 AM to 3:00 PM at TSA Headquarters in Springfield, Virginia. A virtual option will be available for registered participants unable to attend in person.
TSA is working to strengthen security, elevate travelers’ experience, improve checkpoint efficiency, and improve mission-support operations. TSA welcomes both traditional and non-traditional partners with agile, scalable, and mature solutions. Through this effort, TSA seeks practical technologies that can help the agency move from reactive processes to proactive, data-driven operations.
Industry Engagement Areas
1. OrchestrateSI TSA seeks either a consolidated solution or a set of integrated solutions operating under a unified architecture to help transition from reactive bottleneck mitigation to predictive, data-driven operational management.
The program includes three integrated workstreams:
· Workforce Orchestration and Optimization: Capabilities to support predictive scheduling, automated shift and leave bidding, dynamic capacity modeling, workforce accounting, and interoperability with existing TSA human capital, payroll, and credentialing systems to better balance staffing supply with forecasted and real-time operational demand.
· Checkpoint Visualization, Digital Twin, and Bottleneck Detection: Privacy-compliant, non-invasive video analytics, where appropriate, other sensor and edge-analytics capabilities to develop a digital twin that supports identification of passenger-flow anomalies, lane imbalances, dwell-time patterns, and emerging checkpoint bottlenecks, while providing actionable alerts to frontline leadership.
· Real-Time Airport Wait Time and Queue Intelligence: A multi-source platform that integrates available transportation, flight, operational, and other relevant data feeds to forecast passenger volume and support public-facing passenger-experience tools that provide travelers with estimated wait times before they arrive at the airport and assist with terminal wayfinding, checkpoint comparisons, and alerts. The platform should also provide demand signals to inform TSA operational planning, staffing decisions, and proactive checkpoint management.
These efforts will build on TSA’s Real Time Wait Time implementation efforts to advance a more integrated, unified approach toward checkpoint management and communication with the traveling public.
2. TalentSI TSA also seeks automation capabilities that improve the applicant journey from Job Opportunity Announcement through Entry on Duty, tenure of service and support a coordinated transition into onboarding and training.
Medical pre-screening and drug testing are key components of candidate progression and onboarding readiness. TSA is therefore interested in interoperable solutions that support appropriate, secure exchange of authorized medical-processing status and disposition information between Nationwide Medical Services, USA Staffing, and other approved TSA systems.
Capabilities of interest include:
· Automation operating in parallel with USA Staffing to extract, organize, reconcile, and manage TSA applicants and New Hire Record information through approved interfaces.
· Workflow automation for candidate milestones, including medical, drug-screening, background-investigation, structured-interview, and tentative-offer activities.
· Secure, near-real-time exchange of authorized status updates, timestamps, and final dispositions from medical-service workflows to USA Staffing through approved APIs or other approved interfaces.
· Cross-crediting of valid assessment results; configurable business rules; automated system health checks; and identification of incomplete, expired, non-responsive, or out-of-sequence candidate records.
· Secure dashboards, reporting, and authorized information sharing that improve candidate-pipeline visibility, processing performance, workforce planning, and coordination among hiring, personnel security, medical services, training, and other authorized stakeholders.
· Development of an adaptive learning platform or interoperability with adaptive learning platforms to support initial and ongoing training and certification of TSA personnel.
Data and privacy considerations: Solutions must protect applicant and medical information in accordance with applicable privacy, security, records-management, and access-control requirements. Medical-system integration should support the exchange of only the information necessary for authorized hiring workflow updates, such as referral, scheduling, completion, status, timestamp, and disposition information. Clinical records, diagnostic materials, and other medical documentation should remain subject to appropriate system-of-record, access, retention, and authorized-disclosure controls.
All proposed solutions must support applicable TSA, DHS, federal security, privacy, accessibility, labor, and technical requirements. Key constraints include use of TSA-approved or authorized hosting environments; privacy-by-design principles; appropriate protection of sensitive applicant and workforce information; for passenger-flow and wait-time capabilities, exclusion of PII, biometric data, and persistent device tracking; Section 508 and WCAG 2.1 Level AA compliance; resilience during external data-feed outages; and compliance with applicable collective bargaining agreements and workforce policies.
Innovative Procurement Approach The Transportation Security Administration (TSA) plans to utilize challenge-based acquisition practices to identify agile, secure, and cost-effective solutions for its Horizon 25 Modernization initiatives in airport security operations and talent acquisition. To maximize operational flexibility and taxpayer value, the Government is seeking innovative technical solutions, creative commercial business models, and alternative, scalable pricing structures that depart from traditional procurement paradigms. Rather than relying solely on written proposals, TSA intends to incorporate practical, hands-on demonstration or challenge-based evaluation elements as part of its market research and selection processes. Industry partners are highly encouraged to participate in this Industry Day and provide feedback on the draft objectives, technical feasibility, and commercial pricing models.
The extent of information TSA expects from participants regarding the evaluation of the solution and the source selection process includes, but is not limited to:
· Demonstrated understanding of the challenge
· The effectiveness and scalability of the proposed solution
· Speed of deployment and roll-out
· Initial cost and total cost of ownership (TCO)
TSA is interested in learning how industry can solve these challenges. Accordingly, the resulting solicitation will focus on outcomes rather than traditional prescriptive requirements, allowing TSA the flexibility to receive and evaluate diverse source and solution selection methodologies.
Additional Information The draft Statement of Objectives (SOO) documents will be posted as an amendment to this notice before the Industry Day, and interested parties are encouraged to review them before the event.
TSA seeks market research input on technical feasibility, commercial availability, implementation risks, and potential refinements to requirements, performance measures, and delivery sequencing. Industry is also invited to submit recommendations on potential acquisition strategy, strategic sourcing contract vehicles, pricing structures and labor categories, contract types, evaluation criteria, modular or phased acquisition approaches, and pilot, deployment, NAICS code recommendations, and sustainment strategies.
Questions and suggestions may be submitted before or after the Industry Day to Horizon25.Industry@tsa.dhs.gov.
TSA may consolidate and publicly post Government responses through an appropriate official channel. This Industry Day is for market research and planning purposes only and does not constitute a solicitation, commitment, or authorization for the Government to pay for information submitted.
