About this file

This is a Justification for Limited Competition and Simplified Acquisition Justification document supporting a sole source procurement by the Federal Bureau of Investigation. The FBI intends to negotiate a one-time, firm fixed price contract with Nordson DAGE (2747 Loker Avenue West, Carlsbad, CA 92010) for the Nordson Q7Pro X-Ray Inspection System - XPLANE+CT, with delivery required by December 31, 2027. The acquisition is being pursued under FAR 8.405-6(a)(1)(i)(B) authority, which permits sole source procurement when only one source is capable of providing supplies or services at the required quality level because they are unique or highly specialized. The justification document indicates the estimated cost is to be filled in and references related solicitation SHOP-PR-26-001650.

The FBI's Electronics Device Analysis Unit (EDAU) requires this specialized equipment for reverse engineering semiconductor devices, failure analysis, and recovering data from locked and damaged integrated circuits. The Nordson Q7Pro was selected over four other worldwide competitors (Zeiss, Nikon, Viscom, and Yxlon) based on its superior 2D image clarity, noise reduction, operator-friendly workflow optimized for fast decision-making, manual efficiency, dual mode tube technology, and Onyx detector with higher frame rates and lower noise signal. Key system specifications include 0.11μm feature recognition, 20W tube power, 750x geometric magnification with digital zoom, 20" x 17.5" maximum board size, 70 oblique views, CT functionality, and includes Revolution X-ray inspection software, ultra-wide 40" monitor, and Windows 11 operating system. EDAU has utilized Nordson equipment since 2015, and the government has committed to continuing market research to identify alternative sources for future acquisitions. Interested parties may contact Allison E. Stecher (aestecher@fbi.gov) by May 15, 2026 (11:59 PM Eastern) to express capability and interest; all responses must be submitted via email.

FEDERAL BUREAU OF INVESTIGATION

JUSTIFICATION FOR LIMITED COMPETITION/SIMPLIFIED ACQUISITION

JUSTIFICATION AND APPROVAL FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the Nordson Q7Pro X-Ray Inspection System - XPLANE+CT listed on SHOP-PR-26-001650 is available from only one manufacturer (brand name only), and competition is precluded as there are no substitutes available that meet EDAU’s requirements. The requirements for this purchase make EDAU’s intentions to use this apparatus to reverse engineer semiconductor devices. This is a highly sensitive application of this technology by the FBI. Given that only five manufacturers (Nordson, Zeiss, Nikon, Viscom, Yxlon) of this type of equipment exist in the world and four of them have been identified as having equipment that does not meet EDAU requirements, a sole source is being sought.

3. Requirements and Result of Market Alternatives

The EDAU is chartered by the Operational Technology Division to build out a microelectronics lab and continue to develop its microelectronic analysis capabilities for the purposes of recovering data from locked and damaged integrated circuits (IC’s). A key component of the EDAU microelectronics lab is the Nordson Dage Q7Pro X-Ray apparatus which allows top image clarity, failure analysis, and semiconductor package analysis. EDAU’s requirements are met in Nordson’s Q7Pro X-Ray Inspection System – XPLANE+CT configuration.

Check and fill in all that are applicable for an Open Market Buy:

|_|The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.
|_|A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

<Insert description> |_| These are "direct replacement" parts/components for existing equipment.

|X| Other information to support a sole source buy:

Nordson is the only source for the Nordson Q7Pro X-Ray Inspection System - XPLANE+CT which also includes the option packages that specifically meet the EDAU’s unique requirements.

The authority and supporting rationale for GSA FAR Part 8 (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

[Identify only one of the following:

|_| FAR 8.405-6(a)(1)(i))(A) – An urgent or compelling need exists, and following the FSS ordering procedures would result in unacceptable delays.

|X| FAR 8.405-6 (a)(1)(i) (B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or |_| FAR 8.405-6(a(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow on to an original FSS order provided that the original order was placed in accordance with applicable FSS procedures. The original order or BPA was not issued under sole source or limited sources procedures.

|_| FAR 8.405-6(b) – An item peculiar to one manufacturer is required.

Typical competitors of systems that provide high-end manual X-Ray inspection systems for semiconductor backend and advanced surface mount technology workflows include Zeiss, Nikon Metrology, Yxlon and Viscom solutions. However, Nordson was chosen as the best solution for Failure Analysis and Research and Development functions required by the EDAU labs. Specific trade-offs where Nordson is superior for EDAU use-cases:

1)Image quality:
a.Nordson – best-in-class 2D clarity and noise reduction
b.Zeiss and Nikon – best 3D CT reconstruction
2)Workflow:
a.Nordson – built for operators and fast decision making
b.Zeiss and Nikon – built for deep analysis
c.Viscom/Yxlon – built for production throughput cases
3)Speed:
a.Nordson – manual but efficient manipulation of tool
b.Zeiss and Nikon – slower, analysis-heavy
c.Viscom/Yxlon – made for automation and inline production purposes
4)Detector
a.Nordson – Dual mode tube differentiator and Onyx detector yields higher frame rate and lower noise signal
b.Others focus on CT precision and metrology accuracy rather than real-time usability.

These trade-offs direct the FBI’s choice toward the Nordson solution, Q7Pro for best and fastest failure analysis, semiconductor package analysis, high-end xray with top image clarity providing a workflow that best aligns with the needs of the EDAU lab.

IF GSA FAR Part 8, complete items 6-7

4. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

The contracting officer will determine, after considering the level of effort and the mix of skills available for the tasks needed, that the proposed order represents a reasonable total price and will be the best value for the FBI.

5. A description of the market research conducted among schedule holders, and the results of the research. A statement must be made that the supplies and services are available from the FSS.

EDAU conducted comprehensive market research to identify vendors that met the technical requirement of this procurement. Only 5 vendors worldwide have been identified that manufacture the equipment with capabilities under consideration (Nordson, Zeiss, Nikon, Viscom, Yxlon). Of these manufacturers, only Nordson has equipment that will meet EDAU technical requirements.

EDAU evaluated the manufacturers published specifications for their machines and spoke with company representatives. EDAU determined only Nordson had equipment capable of handling the most demanding requirements EDAU now faces.

The requirements specified and required by EDAU are met with the Nordson solution, Q7Pro X-Ray Inspection System for best and fastest failure analysis, semiconductor package analysis, high-end xray with top image clarity providing a workflow that best aligns with the needs of the EDAU lab.

Any other facts supporting the limited source justification.

EDAU has utilized Nordson X-Ray equipment since 2015 and is familiar with its configuration, peripherals and software and spoke with representatives to discuss their latest offerings. At this time the Nordson Q7Pro solution is more capable of delivering the quality of result required for the FBI to develop capabilities and to deliver results for ongoing FBI case device challenges.

6. A statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.

The Government will continue to research the market to obtain as many available sources as required in accordance with the FAR to ensure that there are other vendors out there that can satisfy this requirement. In addition, the customer will do due diligence in ensuring that barriers to competition are avoided to ensure we obtain the best value for the government.
