About this file

This document is a comprehensive guide to SAM.gov (System for Award Management) registration and renewal procedures for federal assistance applicants and recipients. The presentation covers critical information about navigating the SAM.gov registration process, including key steps such as creating a login.gov account, understanding validation requirements, and maintaining an active registration. Important details include the mandatory annual renewal of SAM.gov registration, the elimination of DUNS numbers in April 2022, and the requirement that organizations must have an active SAM.gov registration to apply for grants or receive payments. The guide emphasizes the validation process can take up to 14 days, with potential delays of up to 45 days for organizations with lapsed registrations, and recommends submitting helpdesk tickets if issues arise during registration.

The document provides specific guidance for different types of entities, including international organizations and those not paying U.S. taxes, and outlines the necessary documentation for registration. It highlights that most international entities can use Template 3 for registration, which does not require notarization. Additional key points include the importance of using the same email across login.gov and SAM.gov, the assignment of a Unique Entity Identifier (UEI) during registration, and the process for updating registration information. The guide also stresses that the primary contact will receive renewal reminders 60, 30, and 15 days before expiration, and that failing to renew will result in registration expiration, which can impact an organization's ability to apply for grants or receive funding.

SAM.gov for Federal Assistance Applicants/Recipients

May 2024

Background

Recent Developments

As of April 2022, the US government stopped using DUNS, meaning:

• All organizations must validate in SAM.gov, even those with an existing UEI

• This validation process is backlogged

• particularly for those whose registration lapsed

• This can take 45 days to resolve

• Payments may be delayed without SAM.gov registration

• Tracking efforts (submission of helpdesk tickets) is key

The State Department does not manage these systems

Best Practices
