About this file
This document is a Request for Information (RFI) from the Department of Homeland Security's Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC) seeking market research for an Electronic Health Record (EHR) system tailored to correctional facilities. The RFI aims to identify vendor capabilities for an integrated, multi-module EHR system that supports healthcare management for detained individuals, with specific requirements including pharmacy, medication administration, dental, referral management, utilization management, and claims management functionalities.
Vendors are asked to respond to six detailed questions covering system capabilities, interoperability, referral processes, offline operations, implementation timelines, and potential performance work statement improvements. The RFI requires a 30-page capability statement with business information, including DUNS number, company details, contact information, current contract numbers, and company type. Response deadlines are July 18, 2025 (for questions) and August 4, 2025 (for RFI submission), with responses to be emailed to Vladimir Jockovic at Vladimir.Jockovic@ice.dhs.gov. This is explicitly a market research effort and not a formal request for proposal.

REQUEST FOR INFORMATION
Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC) Electronic Health Record (EHR) Modernization Request for Information (RFI)
The objective of this RFI is to determine the capabilities and offerings of existing electronic health record system vendors with an eHR specific for correctional facilities or tailored to meet ICE’s requirements. Please refer to the DRAFT PWS.
1. What core and correctional specific modules and functionalities does your EHR provide, how do they support comprehensive healthcare management within a correctional or detention environment, and how customizable is your EHR system to align with unique facility workflows, custody levels, and ICE requirements?
2. To what extent does your electronic health records system integrate and communicate with other healthcare systems, platforms, and vendors (to send orders and receive results)? Please describe compliance with HL7, FHIR, and other data exchange standards, provide examples of interoperability challenges or successes, and detail the frequency of updates to codes, activations, inactivations, and instructions.
3. Describe the process for external users to submit new referrals to IHSC for authorization creation, review, and adjudication. How does your system facilitate this process?
4. To what extent is your system capable of operating offline? How long does it take to sync offline documentation once online access is restored? Additionally, is offline capability available during patches and upgrades?
5. What is your proposed implementation timeline and please provide examples of correctional implementations of similar scale.
6. Based on your experience, what recommendations do you have to improve the performance work statement to ensure it accurately reflects the requirements and supports successful implementation, operations, and maintenance of a comprehensive modernized EHR system?
