About this file
This is a Brand Name or Equal Worksheet (Salient Characteristics) for a law enforcement virtual reality training system being procured by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 for the North Las Vegas VA Medical Center. The document establishes that the InVeris FATS VR Training System is the specified brand name item and identifies six essential salient characteristics that any equal product must meet: weapons platform compatibility with a SIG Sauer P320 replica including realistic recoil and ergonomics; scenario-based immersive VR training with instructor-controlled escalation and de-escalation options; crisis intervention training covering mental health crises and emotionally disturbed persons; less-lethal training integration for OC spray and police baton use with accurate tracking; comprehensive instructor and after-action review tools with real-time performance tracking and shot analytics; and a portable, rapidly deployable system supporting multiple trainees with modular expansion capability. The worksheet asserts that only the InVeris FATS VR system meets all combined requirements in a single integrated platform, as competing products offer only partial solutions lacking the comprehensive integration of firearms realism, less-lethal options, crisis decision-making, and instructor evaluation tools.
The generic identification for equivalent products is defined as "Virtual reality-based law enforcement firearms, crisis intervention, and use-of-force training simulator with realistic weapon simulators, branching scenarios, instructor-controlled escalation, and less-lethal decision-making tools." The InVeris product specification includes Model FATS VR with Catalog Number VR-FATS-SIG320. This worksheet supports the related Sources Sought notice (Solicitation Number 36C26126Q1047) issued as market research only, with interested vendors required to submit company information, capability statements, authorized distributor letters if applicable, and estimated pricing to david.alvarez4@va.gov by August 4, 2026, at 10:00 AM Pacific Daylight Time. The NAICS code is 333310 with a small business size standard of 1,000 employees.

Brand Name or Equal Worksheet (“Salient Characteristics”) v 2.0
Brand Name Item:
1) Essential/significant physical, functional, or performance characteristics.
Salient characteristics are those characteristics that make an item equal to the brand name item we specify. Specifically, salient characteristics are those characteristics of the brand name item that the VA needs.
The InVeris FATS VR system is required to meet the following essential characteristics necessary for law enforcement training:
• Weapons Platform Compatibility:
Must support a realistic, recoil-enabled SIG Sauer P320 replica or simulator consistent with the agency’s duty weapon platform. This includes accurate weight, balance, trigger characteristics, and ergonomics.
• Scenario‑Based Immersive VR Training:
System must provide fully immersive, branching VR scenarios with instructor-controlled escalation and de‑escalation options. Scenarios must include use‑of‑force decision‑making, communication skills, critical thinking, and policy-based evaluations.
• Crisis Intervention Training:
System must contain comprehensive crisis intervention and de‑escalation scenarios, including encounters with individuals experiencing mental‑health crises, emotionally disturbed persons (EDP), suicidal subjects, and volatile or emotionally charged community interactions. Scenarios must allow instructors to dynamically change subject behavior, environmental stressors, and threat levels.
• Less‑Lethal Training Integration:
System must integrate OC spray and police baton use within scenarios. The VR environment must allow trainees to realistically select and deploy less-lethal tools. It must track OC spray stream/cone placement, baton strike zones, trainee positioning, threat assessment, and adherence to use-of-force policy.
• Instructor & After‑Action Review Tools:
Must include a robust instructor interface with real-time control of scenarios, trainee performance tracking, shot analytics, decision timeline review, and policy-based after-action reporting.
• Portable, Rapid Deployment System:
System must be fully portable, easily transported, and deployable without specialized infrastructure or extensive setup time.
• Multi‑Trainee & Modular Expansion Capability:
System must support multiple trainees simultaneously, with modular expansion options for future growth.
These characteristics reflect operational needs for a complete, realistic, and policy‑aligned law enforcement VR training ecosystem. Only the InVeris FATS VR system meets all of these functional and performance requirements.
Based on market research and operational requirements, the InVeris FATS VR Training System is the only system that meets all required salient characteristics. While other vendors may offer limited VR capabilities or partial firearm simulation, no other manufacturer currently provides an integrated training platform that combines all of the following:
• Full SIG Sauer P320 duty‑weapon compatibility with realistic recoil and ergonomics.
• Immersive, branching crisis‑intervention and de‑escalation scenarios, including mental‑health crises, emotionally disturbed persons (EDP), suicidal subjects, and unpredictable community encounters.
• Integrated OC spray and police baton training within VR scenarios, including accurate simulation of spray dispersion, baton strike zones, and policy‑based force decision paths.
• Instructor‑controlled escalation/de‑escalation, real‑time scenario manipulation, and comprehensive after‑action review tools with decision tracking and shot analytics.
• Portable, multi‑trainee VR system capable of rapid deployment without specialized infrastructure.
• A fully unified platform that aligns firearms realism, less‑lethal options, crisis decision‑making, and instructor evaluation into a single cohesive training ecosystem.
Other VR training products may offer partial solutions (e.g., firearm replicas without SIG P320 compatibility, crisis‑response modules without weapons realism, or scenario systems without less‑lethal integration), but none meet the combined physical, functional, and performance characteristics required by the agency.
Therefore, the characteristics listed above are essential to the Government’s requirements and, based on available information, only the InVeris FATS VR system satisfies all mandatory capabilities in a single platform.
